REGULAR MEETING <br />FEBRUARY 21, 1983 <br />Greater South Bend Missionary Baptist Church <br />215 North Johnson Street <br />South Bend, Indiana 46626 <br />Bid: $500.00 <br />The O'Brien Corporation <br />2001 West Washington Avenue <br />South Bend, Indiana <br />Bid: $495.00 <br />Upon a motion.made by Mr. Kernan, seconded by Mr. Leszczynski <br />and carried, the bid of The Greater South Bend Missionary <br />Baptist Church in the amount of $500.00 was accepted for the <br />city -owned property at 203 and 207 North Johnson Street and <br />the matter referred to the Legal Department for drafting of <br />the appropriate Purchase Agreement. <br />PUBLIC HEARING - IMPROVEMENT RESOLUTION 3519-1983 <br />(SOUTH BEND AVENUE SANITARY SEWER PROJECT) CONTINUED <br />Mr. Leszczynski stated that as authorized under Improvement Resolu- <br />tion No. 3519-1983, adopted by the Board on February 7, 1983, <br />this was the date set for the public hearing on said Resolution <br />for the construction of sanitary sewers on South Bend Avenue <br />from Edison Road to approximately 300 feet northeast of Charles <br />Street. The Clerk tendered proofs of publication of notice in <br />the South Bend Tribune and the Tri-County News which were found <br />to be sufficient. <br />It was noted that the Preliminary Assessment Roll indicates <br />that the total cost of the Improvement is $73,689.00 with the <br />amount assessed to the City being $36,844.50 and the balance <br />being assessed accordingly to affected property owners. Mr. <br />Leszczynski stated that the change in the assessment reflects <br />the exclusion of Charles Street from the project. Charles <br />Street was originally excluded from Improvement Resolution <br />No. 3517-1982 adopted by the Board on October 18, 1982, amended <br />on November 1, 1982 and later rescinded on February 7, 1983. <br />It was additionally noted that the Board received a letter <br />from Mr. Edward Thorpe of Thorpe's Marine, Inc., 18296 State <br />Road #23, South Bend, indicating that he could not afford the <br />price of a sewer at this time. <br />Mr. Charles L. Watson who resides at 51792 West Gatehouse Drive and <br />owns property at 1723 South Bend Avenue, advised the Board <br />that he is being assessed for two (2) lots even though he <br />considers his property to be one (1) lot with one (1) building. <br />He inquired of the formula used to compute the assessment and <br />was advised by Mr. Leszczynski that the assessment was based on <br />a one -hundred (100) foot frontage formula. Mr. Leszczynski <br />advised Mr. Watson that he would check into why he is being <br />assessed for two lots. Mr. Carlo Anastasio 17577 State Road <br />23, stated that he has a situation identical to Mr. Watson's <br />and would also like a clarification. <br />Upon a motion made by Mr. Leszczynski, seconded by Mr. Kernan <br />and carried, the public hearing on this project was continued <br />until the next regularly scheduled meeting of the Board. Mr. <br />Leszczynski advised Mr. Watson and Mr. Anastasio that they <br />would be notified of the date and time of the next meeting <br />at which this public hearing will be continued. <br />1 <br />1 <br />
