'. 6 <br />REGULAR MEETING <br />DECEMBER 6, 1982 <br />was not mailed prior to the deadline and, because the proposals <br />already received on November 29th have been available for public <br />inspection in the Controller's Office since that time. Upon a <br />motion made by Mr. Hill, seconded by Mr. Leszczynski and carried, <br />the above proposal was rejected. <br />APPROVE PROPOSAL FOR ENGINEERING SERVICES (LOGAN/PLEASANT <br />STREET SIGNALIZATION) - CLYDE E. WILLIAMS & ASSOCIATES <br />Mr. Leszczynski advised that Clyde E. Williams & Associates <br />had submitted a proposal to provide engineering services as <br />required for the installation of a traffic signal at Logan and <br />Pleasant Streets. Mr. Leszczynski stated that South Bend would <br />be paying half the cost of the engineering services in an <br />amount not to exceed $2,000.00, and the City of Mishawaka would <br />be doing the same. It was noted that the preliminary plans <br />must be submitted to the city within 60 calendar days after <br />receiving the notice to proceed with final contract plans and <br />cost estimates being prepared and completed within 30 calendar <br />days after notification that design approval requirements have <br />been met. Upon a motion made by Mr. Leszczynski, seconded by <br />Mr. Hill and carried, the above proposal was approved. <br />APPROVE LABORATORY SOILS TESTING BY SHILTS, GRAVES & <br />ASSOCIATES (ETHANOL PLANT SITE) <br />Mr. Leszczynski stated that Shilts, Graves & Associates had <br />submitted a schedule of rates for the performance of moisture - <br />density relation tests, nuclear guage calibration and consulta- <br />tions concerning soils problems which may arise during the <br />course of the site work to be done for construction of the <br />Ethanol Plant. Mr. Leszczynski advised that the city has the <br />capabilities of performing the necessary tests; however, <br />because certification must be made to New Energy Company prior <br />to actual construction concerning the soil stability, the city <br />wanted to avoid potential problems which might present liability <br />problems to the city. Mr. Hill added that, by having an outside <br />firm perform the soils tests, the city was being additionally <br />protected from potential liability. Upon a motion made by Mr. <br />Leszczynski, seconded by Mr. Hill and carried, the following <br />rates for services were approved on an as requested basis: <br />Laboratory Testing <br />Standard proctor moisture -density relation test <br />$55.00 <br />each <br />Sieve analysis of sand <br />20.00 <br />each <br />Sieve analysis of gravel <br />15.00 <br />each <br />Fraction passign No. 200 sieve by decantation <br />20.00 <br />each <br />Consulting - Personnel <br />Soils Technician <br />$18.50 <br />per hour <br />Soils Engineer <br />37.50 <br />per hour <br />Principal <br />50.00 <br />per hour <br />AWARD BID - STREET DEPARTMENT TRUCKS A14D EQUIPMENT <br />Mr. Sean Watt, Director of the Division of Transportation, recom- <br />mended the Board award the bid of Van-Kal Truck Equipment & <br />Service, in the amount of $29,600.00 for dump bodies and hoists, <br />central hydraulic systems and related equipment. Mr. Leszczynski <br />stated that bids for this equipment had been received by the <br />Board on November 29, 1982, and, while Van-Kal.was not the lowest <br />bidder, Neil's Automotive Service did not meet specifications in <br />that a delivery time was not provided. Neil's Automotive Service <br />submitted the low bid in the amount of $28,800.00. Upon a motion <br />made by Mr. Leszczynski, seconded by Mr. Hill and carried, the bid <br />of Van-Kal Truck Equipment & Service in the amount of $29,600.00 <br />was approved as the best bid meeting specifications. <br />1 <br />
