59 REGULAR MEETING DECEMBER 6, 1982 The regular meeting of the Board of Public Works was convened at 9:30 a.m., on Monday, December 6, 1982, by President John E. Leszczynski, with Mr. Leszczynski and Mr. Richard L. Hill present. Also present was Assistant City Attorney Carolyn Pfotenhauer. AGENDA ITEMS ADDED Upon a motion made .by Mr. Leszczynski, seconded by Mr. Hill and carried, a proposal to provide laboratory testing of soils on the Ethanol Plant site by Shilts, Graves and Associates, and recommendations for several traffic control devices were added to the agenda. MI14UTES OF PREVIOUS MEETING APPROVED Upon a motion made by Mr. Leszczynski, seconded by Mr. Hill and carried, the minutes of the November 29, 1982, regular meeting of the Board were approved as submitted. OPENING OF INSURANCE PROPOSALS' This was the date set for receipt of property damage and liability insurance proposals for the City of South Bend. The Clerk tendered proofs of publication of notice in the South Bend Tribune and the Tri-County News which were found to be sufficient. The following proposals were received and opened: Muszynski Insurance Agency 2124 Western Avenue South Bend, Indiana 46619 1st Source Insurance P. 0. Box 1692 South Bend, Indiana 46634 Allied Agency, Inc. P. 0. Box 59A South Bend, Indiana 46624 Jerry J. Miller Insurance Agency P. 0. Box 1557 South Bend, Indiana 46634 In view of the complexity of the insurance proposals received and the variables involved in determining coverage and rates in accordance with the prepared specifications, Mr. Leszczynski noted that the proposals would be available for public inspection by any interested person in the Office of the Controller. Upon a motion made by Mr. Leszczynski, seconded by Mr. Hill and carried, the above proposals were referred to the Controller's Office. A proposal was received and opened from Republic National Life Group Insurance Company, 175 West Jackson Boulevard, Chicago, Illinois 60604, for health.insurance coverage for city employees, which proposals were advertised for receipt by the Board by 1:30 a.m., on Monday, November 29, 1982, the date of the last Board meeting. It was noted that the proposal was postmarked on November 29, 1982, and it was received in the .Board office on December 3, 1982. Mr. Hill noted that the Board had, at its November 29th meeting, waived the 9:30 a.m. deadline for those proposals which had been mailed and received in the mail room prior to that Board meeting, but which had not been sorted for distribution because of the abundance of mail received as a result of the Thanksgiving holiday. It was clear that the proposal for Republic National Life Group Insurance Company was not postmarked until November 29, 1982, the date on which the proposals were due.
