59 <br />REGULAR MEETING DECEMBER 6, 1982 <br />The regular meeting of the Board of Public Works was convened <br />at 9:30 a.m., on Monday, December 6, 1982, by President John <br />E. Leszczynski, with Mr. Leszczynski and Mr. Richard L. Hill <br />present. Also present was Assistant City Attorney Carolyn <br />Pfotenhauer. <br />AGENDA ITEMS ADDED <br />Upon a motion made .by Mr. Leszczynski, seconded by Mr. Hill <br />and carried, a proposal to provide laboratory testing of <br />soils on the Ethanol Plant site by Shilts, Graves and Associates, <br />and recommendations for several traffic control devices were added <br />to the agenda. <br />MI14UTES OF PREVIOUS MEETING APPROVED <br />Upon a motion made by Mr. Leszczynski, seconded by Mr. Hill and <br />carried, the minutes of the November 29, 1982, regular meeting <br />of the Board were approved as submitted. <br />OPENING OF INSURANCE PROPOSALS' <br />This was the date set for receipt of property damage and liability <br />insurance proposals for the City of South Bend. The Clerk <br />tendered proofs of publication of notice in the South Bend <br />Tribune and the Tri-County News which were found to be sufficient. <br />The following proposals were received and opened: <br />Muszynski Insurance Agency <br />2124 Western Avenue <br />South Bend, Indiana 46619 <br />1st Source Insurance <br />P. 0. Box 1692 <br />South Bend, Indiana 46634 <br />Allied Agency, Inc. <br />P. 0. Box 59A <br />South Bend, Indiana 46624 <br />Jerry J. Miller Insurance Agency <br />P. 0. Box 1557 <br />South Bend, Indiana 46634 <br />In view of the complexity of the insurance proposals received <br />and the variables involved in determining coverage and rates <br />in accordance with the prepared specifications, Mr. Leszczynski <br />noted that the proposals would be available for public <br />inspection by any interested person in the Office of the <br />Controller. Upon a motion made by Mr. Leszczynski, seconded <br />by Mr. Hill and carried, the above proposals were referred to <br />the Controller's Office. <br />A proposal was received and opened from Republic National Life <br />Group Insurance Company, 175 West Jackson Boulevard, Chicago, <br />Illinois 60604, for health.insurance coverage for city <br />employees, which proposals were advertised for receipt by the <br />Board by 1:30 a.m., on Monday, November 29, 1982, the date of <br />the last Board meeting. It was noted that the proposal was <br />postmarked on November 29, 1982, and it was received in the <br />.Board office on December 3, 1982. Mr. Hill noted that the <br />Board had, at its November 29th meeting, waived the 9:30 a.m. <br />deadline for those proposals which had been mailed and received <br />in the mail room prior to that Board meeting, but which had <br />not been sorted for distribution because of the abundance of <br />mail received as a result of the Thanksgiving holiday. It <br />was clear that the proposal for Republic National Life Group <br />Insurance Company was not postmarked until November 29, 1982, <br />the date on which the proposals were due. Mr. Hill did not <br />feel it would be appropriate to accept the proposal since it <br />"Additional proposals received by city's insurance consultant, <br />Corporate Policyholders Counsel.
