470 <br />REGULAR MEETING <br />DECEMBER 31, 1984 <br />ADDENDUM I <br />CANCO, INC. <br />CANCO NEGLECT PREVENTION ACTIVITY <br />Addendum I provides for line item transfers with no change in <br />allocated amount. The total cost of this activity shall not <br />exceed $33,000.00. <br />ADDENDUM II <br />MADISON CENTER, INC. <br />RAPE CRISIS COUNSELING ACTIVITY <br />Addendum II provides for further clarification of budget <br />categories. The total cost of this activity shall not exceed <br />$27,500.00. Personnel costs shall not exceed $21,013.65 and <br />non -personnel costs shall not exceed $6,486.35 as described in <br />Appendix II. <br />Upon a motion made by Mr. Leszczynski, seconded by Mr. Hill and <br />carried, the above Contracts and Addenda were approved and <br />executed. <br />APPROVE DEVELOPMENT AGREEMENT BETWEEN THE CITY OF SOUTH BEND AND <br />TRUST NO. 30560 - PALAIS ROYALE <br />Mr. Richard L. Hill, City Attorney, submitted to the Board for <br />approval a Development Agreement between Trust No. 30560 <br />(Developer) and the City of South Bend in regard to the Palais <br />Royale Building located adjacent to the Morris Civic Auditorium at <br />the northwest corner of Colfax and Michigan Streets in downtown <br />South Bend. He advised that this Agreement is the result of work <br />over the last year and a half with the Century Center Board of <br />Managers, the Developer/Owners, staff of the Economic Development <br />Department and the City Attorney's office. <br />Mr. Hill stated that the Agreement provides for the development of <br />the Palais Royale building providing for expansion of the Morris <br />Civic Auditorium into that structure. The Agreement additionally <br />provides for the restoration of the facade of the Palais Royale <br />building, which is listed in the National Historic Register, <br />utilizing Section 108 Funds, as well as for Century Center and the <br />Board of Public Works to lease approximately 21,000 square feet in <br />the building for the expansion of the Morris Civic Auditorium. <br />Mr. Thomas Brubaker, President, Century Center Board of Managers, <br />was present and advised that the Board of Managers is charged with <br />the management and promotion of the Morris Civic Auditorium. This <br />endeavor will allow for upgrading and expansion of the facility <br />and is the beginning of revitalization for the Morris Civic and <br />Palais Royale. <br />Mr. Bruce Bancroft, one of the Developers, was present and advised <br />that he is very pleased to see the development of the building <br />begin. He stated that the City has been very cooperative with the <br />Developers in the project and now the rehabilitation and <br />redevelopment of the building will begin. The building was placed <br />on the National Historic Register over one and one-half years ago <br />and he believes this building will be a beautiful addition to the <br />downtown area and when re -done will provide enormous benefits to <br />the community as well as serving first quality tenants. Mr. <br />Bancroft stated that the developers are very appreciative of the <br />fine efforts made by the City of South Bend in this project. <br />Mr. Jon Hunt, Director, Department of Redevelopment addressed the <br />Board and advised that the Palais Royale renovation is going to be <br />extremely important to that particular block of downtown South <br />Bend and the facade renovation will create a unique feature to the <br />block. Expansion of the Morris Civic Auditorium and filling the <br />building with other tenants fits in with the revitalization <br />strategy of the Redevelopment Department.
