456 <br />REGULAR MEETING DECEMBER 17, 1984 <br />809 OAK STREET <br />Mr. Leszczynski advised that one (1) bid has been received from <br />Mr. Melvin B. Humphrey, 739 West Washington, South Bend, Indiana <br />in the amount of $85.00. It was noted that the property has an <br />appraisal value of $130.00. Upon a motion made by Mr. Hill, <br />seconded by Mr. Vance and carried, the offer of $85.00 for the <br />property was accepted and the matter referred to the City <br />Attorney's office for the drafting of the appropriate Purchase <br />Agreement. As Mr. Humphrey is an employee of the City of South <br />Bend Engineering Department, Mr. Leszczynski abstained from voting <br />on this matter. <br />AWARD BID - TWO (2) 4 WHEEL <br />TON PICK-UP (FIRE DEPARTMENT <br />DRIVE UTILITY VEHICLES AND ONE (1) 3/4 <br />In a letter to the Board, Fire Chief Timothy J. Brassell, <br />recommended that the Board award the bid of Navarre Cadillac- <br />Olds-GMC, 602 South Michigan Street, P.O. Box 1797, South Bend, <br />Indiana, as the lowest bid meeting specifications, in the amount <br />of $36,587.49 with trade-ins for the above referred to equipment. <br />Mr. Leszczynski advised that bids for this equipment were opened <br />by the Board on December 10, 1984. Upon a motion made by Mr. <br />Leszczynski, seconded by Mr. Hill and carried, the recommendation <br />was accepted and the bid awarded. <br />AWARD BID - TWO (2) SLURRY SEAL TRUCK BODIES <br />In a letter to the Board, Mr. Bill Penn, Manager, Bureau of <br />Streets, recommended that the Board award the bid of Slurry Seal <br />International, Inc., P.O. Box 7677, Waco, Texas, in the amount of <br />$93,410.00, with trade-ins, for two (2) unmounted, automated, 10 <br />cu.yd. (aggregate capacity) Slurry Seal machines with diesel <br />engines. It was noted that bids for this equipment were opened by <br />the Board- on November, 5.-,. 198:4 upon 'a -motion `:made" "by Mr. <br />Leszczynski, seconded by Mr. Hill and carried, the above <br />recommendation was accepted and the bid awarded. <br />APPROVE COMMUNITY DEVELOPMENT CONTRACTS AND ADDENDUM <br />The following six (6) Community Development Contracts and one (1) <br />Addendum were submitted to the Board for approval: <br />NATIONAL CENTER FOR URBAN ETHNIC AFFAIRS <br />NEIGHBORHOOD COMMERCIAL STRIP STUDY <br />Through a combination of on -site and off -site work, the National <br />Center for Urban Ethnic Affairs will provide: (1) a listing of <br />neighborhood commerical strip needs and local resources available <br />to address them. The analysis will include fund-raising <br />strategies and (2) a set of recommendations of actions to be taken <br />to meet those needs. The total cost of this activity shall not <br />exceed $15,000.00. <br />SOUTH BEND HUMAN RIGHTS COMMISSION <br />HUMAN RIGHTS STAFF ATTORNEY ACTIVITY <br />These funds will be utilized by the Human Rights Commission to <br />enable the agency to contract for legal services designed to <br />identify and eliminate barriers to equal opportunities for all and <br />to encourage those activities which foster equal opportunity, fair <br />housing and minority business participation. The total cost of <br />this activity shall not exceed $13,000.00 for personnel costs. <br />BUREAU OF HOUSING <br />BUREAU OF HOUSING MANAGEMENT AND INSPECTION ACTIVITY <br />Funds will be utilized to provide staffing and administrative <br />costs associated with the provision of those services to <br />financially assist low and moderate income persons in their effort <br />to acquire and maintain safe, adequate, and affordable housing <br />through the provisions of services and loans. The total cost of <br />this activity shall not exceed $305,000.00. <br />u <br />
