321. REGULAR MEETING AUGUST 6, 1984 APPROVE TRAFFIC CONTROL DEVICES Upon a motion made by Mr. Leszczynski, seconded by Mr. Hill and carried, the following five (5) traffic control devices were approved: REVISE TO NO PARKING EMERGENCY VEHICLES ONLY - South side of Bendix Drive West of Gate 4 (Goodland). (Obsolete usage and obsolete sign - updated to current use and signage). Requested by Hoye of Bendix. REVISE TO STOP SIGN - On McArthur at Pyle. (Upgrade of Traffic Control based -on reported conditions). Requested by: Paula Thompson. REVISE TO NO PARKING - Both sides of LaSalle from Michigan Street/St. Joseph Street to Church P1. (100 to 500 and W. 1/2 of 600 E. LaSalle). (Exception - West 1/2 of the South side of 500 E. LaSalle). To match design improvements. REVISE TO NO PARKING - Both sides of Colfax from St. Joseph Street to Church P1. (200 to 500 and W. 1/2 of 600 E. Colfax). To match design improvements. REVISE TO 1 HOUR PARKING 6 AM TO 6 PM EXCEPT SUNDAY - West 1/2 of the South side of 500 E. LaSalle. To match design improvements. FILING OF STREET LIGHT OUTAGE REPORT The report submitted to the Board indicates a total of thirteen (13) outages for the period July 20, 1984 to August 2, 1984. Upon a.motion made by Mr. Leszczynski, seconded by Mr. Hill and carried, the report as submitted was filed. FILING OF ENVIRONMENTAL CLEAN-UP OF LOTS REPORT. A report from the Department of Code Enforcement indicating a total of one hundred thirty-one (131) properties cleaned from July 30, 1984 to August 3, 1984 was submitted. Upon a motion made by Mr. Leszczynski, seconded by Mr. Hill and carried, the report as submitted was filed. APPROVE CLAIMS City Controller Michael L. Vance submitted Claim Docket No. 14262 through Claim Docket No. 14669 and recommended approval. Upon a motion made by Mr. Vance, seconded by Mr. Hill and carried, the claims were approved and the report filed. PRIVILEGE OF THE FLOOR CONCERNS OF COMMON COUNCIL PRESIDENT BEVERLIE BECK CONCERNING APPARENT LEAKAGE OF OIL INTO THE ST. JOSEPH RIVER NEAR THE EAST RACEWAY Common Council President Beverlie Beck was present at the meeting and voiced her concern about an apparent leakage of oil into the St. Joseph River near the East Raceway on Saturday, August 4, 1984. Ms. Beck stated that she had been contacted by the media and was unable to contact City officials regarding this matter. Ms. Beck asked Mr. Leszczynski, in the future, once he has investi- gated a concern of this type, leave word with other City officials on the status of the situation. Mr. Leszczynski advised that he was present at the East Raceway on Saturday and that Park Super- intendent James Seitz has authority over matters concerning the raceway and he was at the site on Saturday and Sunday assessing the situation.
