Upon a motion made by Mr. Leszczynski, seconded by <br />Mr. Hillandcarried, the above Agreement was approved and <br />executed. <br />APPROVE GENERAL RELEASE CONRAIL/CITY OF SOUTH BEND FOR <br />CLEANING AND PAINTING OF U.G. BRIDGE NO. 437.53, SOUTH <br />BEND, INDIANA (WESTERN/WALNUT VIADUCT <br />Mr. Leszczynski advised that Mr. D.S. Cargill, Division Engineer, <br />Consolidated Rail Corporation, Room 570 Union Station, 516 West <br />Jackson Boulevard, Chicago, Illinois, has submitted a General <br />Release which permits the City of South Bend to enter onto <br />U.G. Bridge No. 437-53, Main Line- Buffalo to Chicago, said <br />property owned or leased by Conrail, for the purpose of <br />cleaning and painting. It was noted that this General Release <br />is being presented in response to the City's request to Conrail <br />that the above referred to Bridge be cleaned and painted. It <br />was further noted that Conrail has given the City of South Bend <br />permission by said Release to implement said work. Upon a <br />motion made by Mr. Leszczynski, seconded by Mr. Vance and <br />carried, the above General Release was approved and executed. <br />APPROVE OFFER TO PURCHASE REAL PROPERTY - BUREAU OF HOUSING <br />LOCAL HOMESTEADING PROGRAM - 1225 VAN BUREN <br />Ms. Janet S. Holston, Director, Bureau of Housing, submitted <br />to the Board for approval an Offer to Purchase Real Property <br />in the amount of $6,000.00 for a house located at 1225 Van <br />Buren Street. It was noted that the current owners of the <br />property are Gary D. and Rose Ann Richert. <br />Ms. Holston explained that the Bureau of Housing has received <br />$50,000.00 in Community Development Funds to purchase from the <br />regular real estate market properties which will supplement <br />the inventory of the Urban Homestead Program. However, <br />properties purchased with the Community Development Funds will <br />be under a new program entitled Local Homesteading Program. <br />According to Ms. Holston, the individual receiving the property <br />under this program will have one year to bring the property up <br />to code standards and will receive title to the property in <br />three (3) years. She advised that properties to be purchased <br />will be located in targeted areas. <br />In response to a question from Mr. Hill regarding what process <br />will be used to determine what is an appropriate amount to pay <br />for a property, Ms. Holston advised that it will be a negotiating <br />process between the Bureau of Housing and the owner over the <br />asking price of the property and additionally the Bureau will <br />secure an appraisal of the property for consideration. She <br />further advised that all sales will be voluntary sales and <br />the Bureau will not secure houses that are currently occupied, <br />but houses that are either for sale by the owner of are vacant. <br />Upon a motion made by Mr. Leszczynski, seconded by Mr. Hill <br />and carried, the above Offer to Purchase Real Property in the <br />amount of $6,000.00 from Gary D. and Rose Ann Richert for the <br />house at 1111 Van Buren was approved and executed. <br />APPROVE AMENDMENTS A, B & C OF PETITION NO. 19318 TO RELEASE <br />ACCRUED TAX - STATE BOARD OF TAX COMMISSIONERS (TORRINGTON PROPERTY) <br />Mr. Leszczynski advised that Amendments A, B & C of Petition <br />No. 19318 to Release Accrued Tax to the State Board of Tax <br />Commissioners of the State of Indiana were being presented <br />to the Board at this time.
