310 <br />REGULAR MEETING <br />JULY 30, 1984 <br />APPROVE HANDICAPPED PARKING PERMITS <br />Upon a motion made by Mr. Leszczynski, seconded by Mr. Vance and <br />carried, the following five (5) handicapped parking permit <br />applications were approved and referred to the Deputy Controller's <br />office for issuance of permits: <br />Loucrecia Grim, 220 Bendix, S.B. <br />Mary M. Kistler, 1911 S. Ironwood, S.B. <br />Mildred L. Maze, 815 S. 24th, S.B. <br />Henry R. Jackson, 237 N. Wellington, S.B. <br />Carl E. Ketchum, 935 S. 26th S.B. <br />APPROVE CONTRACTOR'S BOND <br />Mr. Melvin Humphrey, Engineering Department, recommended that the <br />Contractor's Bond for Michael K. Gardner be approved retroactive <br />to July 25, 1984. Upon a motion made by Mr. Leszczynski, seconded <br />by Mr. Vance and carried, the above Contractor's Bond was approved. <br />FILING OF ENVIRONMENTAL CLEAN-UP OF LOTS REPORT <br />A report from the Department of Code Enforcement indicating a total <br />of one hundred eight (108) properties cleaned from July 23, 1984 <br />to July 27, 1984 was submitted. Upon a motion made by Mr. Leszczynski, <br />seconded by Mr. Hill and carried, the report was filed. <br />FILING OF STREET LIGHT OUTAGE REPORT <br />The report submitted to the Board indicated a total of sixty-five <br />(65) outages for the period June 22, 1984 to July 25, 1984. Upon <br />a motion made by Mr. Leszczynski, seconded by Mr. Hill and <br />carried, the report was filed. <br />Common Council President Beverlie Beck was in attendance at the <br />meeting and submitted to the Board a list containing street light <br />outages at thirteen (13) locations. Mr. Leszczynski advised her <br />that they will be added to the street light outage list submitted <br />to Indiana and Michigan Electric Company by the Engineering <br />Department. <br />APPROVE CLAIMS <br />Mr. Elroy J. Kelzenberg, Executive Director, St. Joseph County Job <br />Training Program, submitted two (2) lists containing a total of <br />forty-seven (47) claims and recommended approval. Additionally, <br />City Controller Michael L. Vance submitted Claim Docket No. 13832 <br />through Claim Docket No. 14261 and recommended approval. Upon a <br />motion made by Mr. Vance, seconded by Mr. Hill and carried, the <br />claims were approved and the reports filed. <br />PRIVILEGE OF THE FLOOR: <br />COMMON COUNCIL PRESIDENT BEVERLIE BECK'S CONCERNS REGARDING <br />CABLEVISION SERVICE IN THE RIDGEDALE AREA <br />Common Council President Beverlie Beck was present and advised <br />the Board that she has had discussions with many residents of <br />the Ridgedale area and most want cablevision service. She asked <br />Mr. Leszczynski for a map of the area so she could plot out the <br />residents who did and who did not want the service. She addition- <br />ally stated that she would like an appointment with Mr. Hill to <br />discuss this matter. Mr. Hill advised that his office has <br />looked at the legal issues involved in this matter and have <br />determined that Heritage Cablevision is not considered a utility. <br />Additionally, according to the Franchise Agreement and the <br />ordinance governing cablevision franchises, Heritage does have <br />the right to use the tree lawn areas for installation of equip- <br />ment. Mr. Hill further advised that the issue of "substantial <br />coverage" by Heritage Cablevisi.on has arisen and he stated that <br />1 <br />
