MW <br />REGULAR MEETING JULY 30, 1984 <br />APPROVE REQUEST OF WOMEN'S INTERNATIONAL LEAGUE FOR PEACE AND <br />FREEDOM AND THE ST. JOSEPH COUNTY NUCLEAR WEAPONS FREEZE CAMPAIGN <br />TO CONDUCT EDUCATIONAL RALLY ON RIVER BEND PLAZA - AUGUST 6, 1984 <br />In a letter to the Board, Ms. Rolanda L. Hughes, Hiroshima Day <br />Planning Committee, Women's International League for Peace <br />and Freedom, advised that the W.I.L.P.F, and the St. Joseph <br />County Nuclear Weapons Freeze Campaign is requesting permission <br />to hold an educational rally on River Bend Plaza on Monday, <br />August 6, 1984 from. 12:00.noon to 1:00 p.m. The purpose of the <br />rally is to commemorate the bombing of Hiroshima; Japan and <br />would consist of several brief speeches and some singing with <br />an anticipated attendance of fifty (50) to seventy-five (75)- <br />people. Ms. Hughes additionally stated that with Board approval, <br />prior to the rally beginning at approximately 11:30 a.m. several <br />artists from Gallery Aquinas will use washable chalk to draw <br />"shadows" on the sidewalk near the stage. The shadows will be <br />used to illustrate the.power of nuclear weapons to destroy human <br />life instantaneously. The artists will endeavor not to disrupt <br />pedestrian traffic and will clean-up their work after the rally. <br />Ms. Hughes additionally requested the use of an electrical outlet <br />on the stage area and advised that it anticipated that the plaza <br />will be cleared and cleaned by 2:00 p.m. Mr. Leszczynski advised <br />that this request has been reviewed by the City Attorney's office <br />and the Office of Community Affairs. Both offices recommend <br />approval of the request to conduct the rally but recommend denial <br />of the use of the sidewalks for chalk drawings. It was also <br />noted that the Petitioner will be required to execute an <br />Indemnification Agreement holding the City harmless from any <br />liability that may occur due to this event. Upon a motion made <br />by Mr. Leszczynski, seconded by Mr. Hill and carried, the above <br />request to conduct the rally was approved and the request to <br />use the sidewalks for chalk drawings denied and subject to <br />the Petitioner providing the appropriate Indemnification Agreement. <br />APPROVE REQUEST OF INDIA14A YOUNG FAPMERS' ASSOCIATION TO <br />CONDUCT RUN THROUGH A PORTION OF THE CITY TO BENEFIT THE <br />RONALD MC DONALD HOUSE - AUGUST 4, 1984 <br />Mr. Leszczynski advised that it has been brought to the attention <br />of the Board by Lt. Larry C. Blume, South Bend Police Department <br />Traffic Division, that the Indiana Young Farmers' Association, <br />Room 229, State House, Indianapolis, Indiana, is planning a run <br />on August 4, 1984, from the McDonald Restaurant south on Main <br />Street from McDonalds to Chippewa then south on Michigan Street <br />to the City limits to benefit the Ronald McDonald House in <br />Indianapolis. It was noted that one or two individuals will be <br />running with a pick-up truck with trailer in front of them and <br />another vehicle behind. Lt. Blume advised that Mr. Ralph J. <br />Wadzinski, Manager, Bureau of Traffic and Lighting, has reviewed <br />the request and recommends approval. Additionally, the Police <br />Department Traffic Division has reviewed the request and will <br />provide one police car to do the escort for this event. Based <br />on these favorable recommendations, upon a motion made by Mr. <br />Leszczynski, seconded by Mr. Hill and carried, the above request <br />was approved. <br />APPROVE REQUEST TO CONDUCT BLOCK PARTY - 400 BLOCK EAST <br />VICTORIA STREET (AUGUST 5, 1984) <br />In a letter to the Board, Ms. June Hollins, 410 East Victoria <br />Street, South Bend, Indiana, requested that the 400 block of <br />East Victoria Street between Carroll Street and Fellows Street <br />be closed off for a neighborhood block party on Sunday, August <br />5, 1984 from 5:00 p.m. until dark. Mr. Leszczynski advised <br />that Mr. Ralph J. Wadzinski, Manager, Bureau of Traffic and <br />Lighting, has reviewed this request and recommends approval <br />subject to the maintenance of a ten (10) foot clear and un- <br />obstructed lane for emergency purposes.
