260 <br />REGULAR MEETING <br />JUNE 25, 1984 <br />of East Altgeld Street from Leer to Clyde on July 4, 1984 and <br />recommend approval. Approval is recommended subject to the <br />maintenance of a ten (10) foot clear and unobstructed lane <br />for emergency purposes. It was noted that the Petitioner <br />will be responsible for the closing and opening of the street <br />and alleys with barricades to be provided by the Bureau of <br />Traffic and Lighting.Upon a motion made by Mr. Leszczynski, <br />seconded by Mr. Vance and carried, the above block party <br />request was approved. <br />APPROVE REQUEST OF FAITH CHURCH ON THE BLOCK TO CONDUCT <br />"LIFE CHANGING TENT CRUSADE" (JULY 15) 1984) <br />Mr. Leszczynski advised that Mr. Ralph J. Wadzinski, Manager, <br />Bureau of Traffic and Lighting, Assistant Fire Chief George <br />Gyori and the Building Department have reviewed the request <br />of the Faith Church on the Block submitted to the Board on <br />June 18, 1984 to conduct a tent crusade and recommend approval. <br />Approval was recommended subject to the church providing a <br />Certificate of Flame Retardency and a permit from the Building <br />Department must be secured in order to erect the tent. <br />Additionally, they will be requested to file with the Board a <br />Certificate of Insurance in the amount of $1,000,000.00 naming <br />the City of South Bend as an additional insured for the duration <br />of the crusade. Upon a motion made by Mr. Leszczynski, seconded <br />by Mr. Vance and carried, the above recommendations were accepted <br />and the request approved. <br />APPROVE REQUEST OF PLATE COLLECTORS CONVENTION TO CONDUCT <br />PARADE (JULY 13, 1984) <br />Mr. Leszczynski advised that Mr. Ralph J. Wadzinski, Manager, <br />Bureau of Traffic and Lighting, and Captain Edward Friend, <br />Police Department Traffic Division have reviewed the request <br />of the Plate Collectors Convention to conduct a parade on <br />July 13, 1984 and recommend approval. It was noted that the <br />band and participants will marshall on River Bend Plaza and <br />then move out onto Jefferson Street to Century Center, <br />escorted front and rear by the South Bend Police Department <br />Traffic Division cars. Upon a motion made by Mr. Leszczynski, <br />seconded by Mr. Vance and carried, the above recommendation was <br />accepted and the request approved. <br />APPROVE REQUEST OF GRACE A.M.E. ZION CHURCH TO CLOSE <br />ALLEY BEHIND THE CHURCH AT 1211 VASSAR STREET <br />Mr. Leszczynski advised that on June 4, 1984, the Board denied <br />the request of Grace A.M.E. Zion Church to close the alley behind <br />the church on Vassar Street from August 20-26, 1984 for additional <br />parking. Since that denial, Mr. Ralph J. Wadzinski, Manager, <br />Bureau of Traffic and Lighting, has received a verbal request <br />from the church clarifying the intended use of the alley closure. <br />At this time, the church, through Mr. Wadzinski, is requesting <br />that the alley be closed behind the church denying access to a <br />private parking area which is being reserved for church hierarchy <br />during the Michigan Annual Conference, August 20 through August <br />26, 1984. The alley will remain open and free to any and all <br />emergency vehicles and will not be used for parking of vehicles <br />Based on this new request, the Bureau of Traffic and Lighting <br />has no objections to issuing two (2) barricades to the church <br />to close the alley during the conference dates during the <br />operation hours of the conference. It is requested that the <br />alley remain open in the evening hours when the conference is <br />not in session. Upon a motion made by Mr. Leszczynski, seconded <br />by Mr. Vance and carried, the above recommendation of Mr. <br />Wadzinski was accepted and the new request approved. <br />
