259 <br />'REGULAR MEETING JUNE 25, 1984 <br />At 8:30 a.m, start near the Nature Center <br />on Gertrude St. running south, run south <br />to Ireland, East to Keria, north to <br />Chippewa, Chippewa east to Main, Main <br />north to Ewing, Ewing back to the park <br />and finish near the zoo. <br />Upon a motion made by Mr. Leszczynski, seconded by Mr. Vance <br />and carried, the above request was referred to the Bureau of <br />Traffic and Lighting and the Police Department Traffic Division <br />for review and recommendation. <br />APPROVE REQUEST OF SOUTH GATEWAY IMPROVEMENT ASSOCIATION <br />TO ERECT FLAGS ON SOUTH MICHIGAN STREET AND SOUTH MAIN <br />STREET BETWEEN MONROE STREET AND CHIPPEWA AVENUE <br />In a letter to the Board, Mr. Dick Shafer, Director, South <br />Gateway Improvement Association, advised that the Association <br />is an organization of businessmen and residents of South <br />Michigan and South Main Streets between Monroe Street and <br />Chippewa Avenue in South Bend. Their objectives are to <br />improve the appearance, security and business climate in <br />this area to make a better impression on visitors entering <br />the City from the South. One of the immediate projects to <br />help achieve this is the display of the United States flag by <br />the residents and businesses in the area (approximately 100- <br />200 locations). The Association plans to purchase kits, <br />consisting of a 17 foot pole and a 3'x5' flag, to be installed <br />in the tree lawns five (5) feet from the curb. These poles <br />will be removable from a two (2) inch plastic socket which <br />will be installed twenty-four inches (24) deep in the ground <br />and the top will be flush with the surface. An experienced <br />contractor will install these sockets at each location after <br />the utility companies check and approve each site. The <br />Assocation is also contacting the Indiana State Highway Depart- <br />ment regarding the Michigan Street right-of-way. Mr. Shafer <br />advised that approval of this project is requested as soon <br />as possible as they hope to have installation completed in <br />time for July 4, 1984 display. Upon a motion made by Mr. <br />Leszczynski, seconded by Mr. Vance and carried, the above <br />request was approved subject to subsequent review and con- <br />currence by the Bureau of Traffic and Lighting and City <br />Attorney's office and the filing of a $5,000,000.00 Certificate <br />of Insurance naming the City of South Bend as an additional insured. <br />APPROVE TRAFFIC CONTROL DEVICES <br />Upon a motion made by Mr. Leszczynski, seconded by Mr. Vance and <br />carried, the following five (5) traffic control devices were <br />approved: <br />REVISE TO STOP SIGN - On Campeau at Jacobs. Requested <br />by Bureau of Traffic and Lighting. <br />REVISE TO STOP SIGN - On Campeau at Northwood. Requested <br />by Bureau of Traffic and Lighting. <br />INSTALL STOP SIGN - On Clemens at Campeau (Uncontrolled <br />"T" Intersection). <br />INSTALL STOP SIGN - On Churchill at Northwood <br />(Uncontrolled"T" Intersection). <br />APPROVE REQUEST TO CLOSE 1300 BLOCK OF EAST ALTGELD <br />STREET FOR A BLOCK PARTY (JULY 4. 1984) <br />Mr. Leszczynski advised that Mr. Ralph J.. Wadzinski, Manager, <br />Bureau of Traffic and Lighting and Captain Edward Friend, <br />Police Department Traffic Division, have reviewed the request <br />submitted to the Board on June 18, 1984 to close the 1300 block <br />
