250 <br />REGULAR MEETING JUNE 18, 1984 <br />a house at 617 North Frances Street which is owned by NHS. NHS <br />acquired the house in October of 1983 and has spent the last <br />eight months rehabilitating it and they intend to sell it to <br />a first-time homeowner this year. Mr. Wilson further advised <br />that part of the NHS strategy in the Northeast Neighborhood <br />is to encourage others to reinvest in their homes and yards. <br />They would like to have ownership control of the 615 North <br />Frances Street property in order to give the prospective owner <br />of 617 North Frances Street the option of enlarging yard space, <br />construction of garage or the addition of garden space. <br />Further, NHS has the capability of utilizing this lot in a <br />very constructive way as well as the ability to insure <br />continued maintenance. Upon a motion made by Mr. Leszczynski, <br />seconded by Mr. Vance and carried, the request was referred to <br />the necessary City departments and bureaus for a.determination <br />as to whether or not the City need retain the lot for any reason. <br />APPROVE REQUEST TO ADVERTISE FOR RECEIPT OF BIDS - <br />CAR WASHES FOR CITY VEHICLES <br />In a letter to the Board, Police Chief Charles T. Hurley, requested <br />that the Board advertise for the receipt of bids for car washes <br />for city vehicles for the period August 1, 1984 through July 31, <br />1985. Upon a motion made by Mr. Leszczynski, seconded by Mr. <br />Vance and carried, the above request was approved. <br />REQUEST OF FAITH CHURCH ON THE BLOCK TO CONDUCT "LIFE <br />CHANGING TENT CRUSADE" REFERRED (JULY 15, 1984) <br />In a letter to the Board, Mr. Truman Diggins, Pastor, Faith Church <br />on the Block, 1216 West Colfax Street, South Bend, Indiana, <br />indicated that the Faith Church is desirous of conducting a <br />"Life Changing Tent Crusade" beginning on July 15, 1984 through <br />July 21, 1984 and would like to erect a 40'x60' tent at 1216 <br />West Colfax for the crusade. Upon a motion made by Mr. <br />Leszczynski, seconded by Mr. Vance and carried, the above <br />request was referred to the Bureau of Traffic and Lighting, <br />Building Department and Fire Department for review and recommendation. <br />REQUEST OF PLATE COLLECTORS CONVENTION TO CONDUCT <br />PARADE (JULY 13, 1984) REFERRED <br />In a memorandum to the Board, Ms. Mikki Dobski, Director, Community <br />Affairs, on behalf of the Plate Collectors Convention, requested <br />permission to hold a short parade on Friday, July 13, 1984 at <br />8:45 a.m. and 12:00 noon as local promotion for the convention.. <br />The parade will be to Century Center and will consist of the <br />Central Alumni Band and will be held in the downtown River Bend <br />Plaza mall area and then to St. Joseph Street where they will <br />cross to Century Center. Upon a motion made by Mr. Leszczynski, <br />seconded by Mr. Vance and carried, the above request was referred <br />to the Bureau of Traffic and Lighting and the Police Department <br />Traffic Division for review and recommendation. <br />APPROVE REQUEST OF ST. STEPHEN'S PARISH TO CLOSE MAC PHERSON <br />STREET FOR PARISH ETHNIC FESTIVAL (JULY 8, 1984) <br />Mr. Leszczynski advised that Mr. Ralph J. Wadzinski, Manager, <br />Bureau of Traffic and Lighting, in conjunction with Captain <br />Edward Friend, reviewed the request of St. Stephen's Parish <br />submitted to the Board on June 4, 1984 to close MacPherson <br />Street from Thomas to Napier for a parish festival and recommends <br />approval. Approval was recommended subject to the maintenance <br />of a ten (10) foot clear and unobstructed lane for emergency <br />purposes and access to private property when needed. It was <br />noted that the Petitioner will be responsible for the closing <br />and opening of the street and alleys with barricades to be <br />provided by the Bureau of Traffic and Lighting. Upon a motion <br />made by Mr. Leszczynski, seconded by Mr. Vance and carried, the <br />above recommendation was accepted and the request approved. <br />
