250 REGULAR MEETING JUNE 18, 1984 a house at 617 North Frances Street which is owned by NHS. NHS acquired the house in October of 1983 and has spent the last eight months rehabilitating it and they intend to sell it to a first-time homeowner this year. Mr. Wilson further advised that part of the NHS strategy in the Northeast Neighborhood is to encourage others to reinvest in their homes and yards. They would like to have ownership control of the 615 North Frances Street property in order to give the prospective owner of 617 North Frances Street the option of enlarging yard space, construction of garage or the addition of garden space. Further, NHS has the capability of utilizing this lot in a very constructive way as well as the ability to insure continued maintenance. Upon a motion made by Mr. Leszczynski, seconded by Mr. Vance and carried, the request was referred to the necessary City departments and bureaus for a.determination as to whether or not the City need retain the lot for any reason. APPROVE REQUEST TO ADVERTISE FOR RECEIPT OF BIDS - CAR WASHES FOR CITY VEHICLES In a letter to the Board, Police Chief Charles T. Hurley, requested that the Board advertise for the receipt of bids for car washes for city vehicles for the period August 1, 1984 through July 31, 1985. Upon a motion made by Mr. Leszczynski, seconded by Mr. Vance and carried, the above request was approved. REQUEST OF FAITH CHURCH ON THE BLOCK TO CONDUCT "LIFE CHANGING TENT CRUSADE" REFERRED (JULY 15, 1984) In a letter to the Board, Mr. Truman Diggins, Pastor, Faith Church on the Block, 1216 West Colfax Street, South Bend, Indiana, indicated that the Faith Church is desirous of conducting a "Life Changing Tent Crusade" beginning on July 15, 1984 through July 21, 1984 and would like to erect a 40'x60' tent at 1216 West Colfax for the crusade. Upon a motion made by Mr. Leszczynski, seconded by Mr. Vance and carried, the above request was referred to the Bureau of Traffic and Lighting, Building Department and Fire Department for review and recommendation. REQUEST OF PLATE COLLECTORS CONVENTION TO CONDUCT PARADE (JULY 13, 1984) REFERRED In a memorandum to the Board, Ms. Mikki Dobski, Director, Community Affairs, on behalf of the Plate Collectors Convention, requested permission to hold a short parade on Friday, July 13, 1984 at 8:45 a.m. and 12:00 noon as local promotion for the convention.. The parade will be to Century Center and will consist of the Central Alumni Band and will be held in the downtown River Bend Plaza mall area and then to St. Joseph Street where they will cross to Century Center. Upon a motion made by Mr. Leszczynski, seconded by Mr. Vance and carried, the above request was referred to the Bureau of Traffic and Lighting and the Police Department Traffic Division for review and recommendation. APPROVE REQUEST OF ST. STEPHEN'S PARISH TO CLOSE MAC PHERSON STREET FOR PARISH ETHNIC FESTIVAL (JULY 8, 1984) Mr. Leszczynski advised that Mr. Ralph J. Wadzinski, Manager, Bureau of Traffic and Lighting, in conjunction with Captain Edward Friend, reviewed the request of St. Stephen's Parish submitted to the Board on June 4, 1984 to close MacPherson Street from Thomas to Napier for a parish festival and recommends approval. Approval was recommended subject to the maintenance of a ten (10) foot clear and unobstructed lane for emergency purposes and access to private property when needed. It was noted that the Petitioner will be responsible for the closing and opening of the street and alleys with barricades to be provided by the Bureau of Traffic and Lighting. Upon a motion made by Mr. Leszczynski, seconded by Mr. Vance and carried, the above recommendation was accepted and the request approved.
