REGULAR MEETING MAY 14, 1984 <br />WHEREAS, the use of Island Park as a fishing site has <br />created problems in that it has resulted in interference <br />with scheduled events at the Century Center, destruction <br />of Century Center property, accumulation of trash and <br />debris and similar difficulties; and <br />WHEREAS, there are numerous other public access sites. <br />along the river from which fishing is currently permitted <br />and; <br />WHEREAS, members of the Board of Public Works and rep- <br />resentatives of the South Bend Park Department will be <br />meeting with representatives of the Indiana Departmentof <br />Natural Resources to develop a policy establishing designated <br />fishing sites and designated no fishing sites along the St. <br />Joseph River in connection with the introduction of salmon <br />and the installation of fish ladders in said river, which <br />policy will prohibit fishing from Island Park because of <br />its closeness to the dam. <br />BE IT THEREFORE RESOLVED by the Board of Public Works of <br />the City of South Bend, Indiana, as follows: <br />SECTION I. That until such time as the Board of Public <br />Works, the South Bend Park Department, and the Indiana <br />Department of Natural Resources establish a city-wide <br />fishing policy, Island Park is hereby designated as a no <br />fishing area and all fishing shall be banned therefrom. <br />SECTION II. The Century Center Board of Managers shall <br />work with the South Bend Police Chief and the Chief of <br />Park Security in enforcing this policy. In addition, the <br />Century Center Board of Managers may take other reasonable <br />steps to implement and enforce this policy but may not <br />erect gates, chains or other devices or employ other means <br />to bar public access to Island Park except in conjunction <br />with specific, scheduled private events. At all other <br />times the Park must remain open and accessible to the <br />public for activities other than fishing. <br />SECTION III. The Board of Public Works reserves the <br />right to determine the reasonableness of any means used <br />by the Century Center Board of Managers to implement and <br />enforce the policy. <br />Adopted this 14th day of May, 1984. <br />CITY OF SOUTH BEND <br />BOARD OF PUBLIC WORKS <br />s/ John E. Parmerlee, Clerk <br />APPROVE REQUEST TO ADVERTISE FOR RECEIPT OF BIDS - <br />FIRE DEPARTMENT AERIAL APPARATUS <br />In a letter to the Board Fire Chief Timothy J. Brassell requested <br />that the Board advertise for the receipt of bids for one (1) <br />aerial apparatus, minimum 100 feet for the Fire Department. Chief <br />Brassell indicated that the approximate cost of this equipment is <br />$260,000.00 and will be funded by the Emergency Medical Services <br />capital improvement fund. Upon a motion made by Mr. Leszczynski, <br />seconded by Mr. Hill and carried, the above request was approved. <br />F� <br />1 <br />
