09 <br />REGULAR MEETING <br />MAY 14, 1984 <br />APPROVE CONSULTING AGREEMENT BETWEEN THE CITY OF SOUTH BEND <br />AND DR. RICHARD LAMANNA (HUMAN RIGHTS COMMISSION) <br />Mr. Leszczynski presented to the Board a Consulting Agreement <br />between the City of South 'Bend and Dr. Richard Lammana-for the <br />period beginning May 14, 1984 and ending July 31, 1984. Dr. <br />Lamanna, as Consultant, shall perform consulting services for <br />the City as directed by the South Bend Human Rights Commission <br />with respect to the Commission's Housing Audit Project. Further, <br />the City shall pay Dr. Lamanna thirty-five dollars ($35.00) per <br />hour when he is requested to perform such services and shall <br />not perform more than forty (40) hours of consulting services <br />under this Agreement. Upon a motion made by Mr. Vance, <br />seconded by Mr. Hill and carried, the above Consulting Agreement <br />was approved and executed. <br />APPROVE AGREEMENT BETWEEN THE CITY OF SOUTH BEND <br />AND MELVIN REED (HUMAN RIGHTS COMMISSION) <br />Mr. Leszczynski presented to the Board an Agreement between the <br />City of South Bend and Melvin Reed,.Attorney at Law, for the <br />period beginning May 14, 1984 and ending December 31, 1984. The <br />Agreement indicates that Mr. Reed, as Staff Attorney, shall <br />perform services for the City as directed by this Agreement with <br />respect to the City of South Bend Human Rights Commission and <br />shall be compensated thirteen thousand dollars ($13,000.00) <br />annually, payable in bi-weekly increments for services rendered. <br />Upon a motion made by Mr. Leszczynski, seconded by Mr. Hill and <br />carried,.the above Agreement was approved and executed. <br />APPROVE AGREEMENT BETWEEN THE CITY OF SOUTH BEND <br />AND TIMOTHY J. KENNY (HUMAN RIGHTS COMMISSION) <br />Mr. Leszczynski presented to the Board an Agreement between the <br />City of South Bend and Timothy J. Kenny of Niles, Michigan for <br />the period beginning May 14, 1984 and ending June 30, 1984. Mr. <br />Kenny, as Audit Coordinator, shall perform consulting services <br />for the City as directed by the South Bend Human Rights Commission <br />with respect to the Commission's Housing Research project and <br />shall be compensated in the amount of seven hundred twenty <br />dollars ($720.00) for services but shall not perform less than <br />forty (40) on -site field visits. Upon a motion made by Mr. <br />Leszczynski,.seconded by Mr. Hill and carried, the above Agree- <br />ment was approved and executed. <br />ADOPT RESOLUTION NO. 12-1984 - DESIGNATING ISLAND <br />PARK AS NO FISHING AREA <br />Mr. Leszczynski advised that as requested at the last regular <br />meeting of the Board, Attorney Carolyn V. Pfotenhauer has <br />submitted Resolution No. 12-1984 designating Island Park as a <br />no fishing area. Mr. Hill and Mr. Vance indicated that the <br />City is working with the State Department of.Natural Resources <br />to determine appropriate fishing sites but at this time felt <br />it was necessary for the City to adopt a policy on fishing at <br />Island Park. Mr. Hill advised that the Police Department foot <br />patrol would be monitoring compliance with this new policy. <br />Upon a motion made by Mr. Leszczynski, seconded by Mr. Hill <br />and carried, the following Resolution No. 12-1984 was approved <br />and adopted: <br />RESOLUTION NO. 12-1984 <br />RESOLUTION OF THE BOARD OF PUBLIC WORKS <br />OF THE CITY OF SOUTH BEND, INDIANA, <br />DESIGNATING ISLAND PARK AS A NO FISHING AREA <br />WHEREAS, Island Park is a public park within the City of <br />South Bend, adjoining Century Center, and under the authority <br />of the South Bend Board of Public Works; and <br />
