01 <br />REGULAR MEETING MAY 7, 1984 <br />REQUEST TO CLOSE E. NAVARRE STREET FOR A GRADUATION. <br />PARTY - MAY 19, 1984 REFERRED <br />Mr. Christopher Ritten, 121 East Navarre Street, South Bend, <br />Indiana, submitted to the Board a letter signed by himself <br />and seventeen (17) other individuals indicating that several <br />graduating seniors from the University of Notre.Dame and St. <br />Mary's College living on or near East.Navarre Street are <br />having a graduation party May.19, 1984, from 7:00 p.m. to <br />11:00 p.m. and because of the large number of friends and <br />relatives '(approximately 200) invited to the party, are <br />requesting the closure of East Navarre Street from Michigan <br />Avenue '(US 31) to St. Joseph Avenue. He further advised that <br />the students involved in the party live at 602 1/2 North <br />Michigan Avenue (above Kagel's Flower Shop), 111 East Navarre <br />Street, 121 East Navarre Street and 203 East Navarre Street. <br />Upon a motion made by Mr. Leszczynski, seconded by Mr. Hill <br />and carried, the above request was referred to the Bureau of <br />Traffic and Lighting and the Police Department Traffic Division. <br />for review and recommendation and the Clerk of the Board was <br />instructed to additionally forward this request to First District <br />Councilman Joseph Serge for his information. It was noted that <br />Mr. Ritten additionally provided to the Board the signatures of <br />seventeen (17) neighbors indicating that they do not object to <br />this request. <br />APPROVE REQUEST TO BLOCK ALLEY - MAKIELSKI ART <br />SHOP, INC. (MAY 8, 1984) <br />In a letter, Mr. David J. Makielski, Secretary, Makielski, Inc. <br />requested permission to block the alley between 100 North Main <br />Street and 100 North Lafayette Boulevard on May 8, 1984 or in. <br />case of rain May 9, 1984 for approximately four (4) hours. Mr. <br />Makielski.indicated that the mural on the side of their building <br />at 117 Nor.th.Main Street is in need of cleaning and therefore <br />the request to block the alley. Mr. Leszczynski advised that <br />Mr. Ralph.J. Wadzinski, Manager, Bureau of .Traffic and Lighting, <br />has reviewed this request and recommends approval subject to <br />the Petitioner/Contractor securing the necessary Occupancy <br />Permit from the Building Department and using Type I flashing <br />barricades to close the alley. Upon a motion made by Mr. <br />Leszczynski, seconded by Mr. Hill and carried, Mr. Wadzinski's <br />recommendation was accepted and the request approved subject <br />to the Petitioner meeting the necessary requirements. <br />APPROVE REQUEST OF JAYCEES TO CONDUCT CONTINUOUS INTERSECTION <br />SOLICITATION (MAY 11, 1984 THRU MAY 13, 1984) <br />In a letter to the Board, Ms. Denise Miller, South Bend -Mishawaka <br />Area Convention and Visitors Bureau, 230 West Jefferson Boulevard, <br />South Bend, Indiana, requested permission on behalf of the <br />Indiana State Jaycees Convention to solicit donations at the <br />corner of Jefferson Boulevard and RiverBend Plaza to benefit <br />the Indiana Chapter of Cystic Fibrosis. She indicated that <br />the solicitation would begin at 2:00 p.m. on May 11, 1984 and <br />proceed continuously until 5:00 p.m. on May 13, 1984. Mr. <br />Leszczynski advised that Mr. Ralph J. Wadzinski, Manager, Bureau. <br />of Traffic and Lighting, has reviewed this request and recommends <br />approval. It was noted that solicitations are to be made on <br />the sidewalks only. Upon a motion made by Mr. Leszczynski, <br />seconded by Mr. Hill and carried, Mr. Wadzinski's recommendation <br />was accepted and the request approved and upon the recommenda- <br />tion of Mr. Hill, the Clerk was instructed to forward to the <br />Jaycees a copy of the Board of Public Works policy on fund <br />solicitations at intersections. <br />
