REGULAR MEETING <br />APRIL 23, 1984 <br />APPROVE ETHNIC FESTIVAL BOOTH APPLICATIONS <br />Mr. Leszczynski advised that Mr. Michael L. Vance, City Controller <br />has reviewed the ethnic festival booth applications submitted by <br />Ms. Mikki Dobski Director of Community Affairs and Ms. Sue <br />Cunningham, City Volunteer Coordinator on April 16, 1984 and <br />recommends approval of the following: . <br />Craft booths 23 <br />Food booths 15 <br />Display 3 <br />Upon a motion madebyMr. Leszczynski, seconded by Mr. Hill and <br />carried the above recommendation was accepted and the applications <br />approved.. <br />APPROVE REQUEST TO HAVE 500 BLOCK OF 23RD STREET <br />CLOSED FOR WEDDING RECEPTION -MAY 1. 1984 <br />Mr. Leszczynski advised that Mr. Ralph J. Wadzinski, Manager, Bureau <br />of Traffic and Lighting, has reviewed the request of Ms. Wendy L. <br />Bowers and Mr. Paul R. Vanderhegghen submitted to the Board on <br />April 16, 1984, to close the 500 block of 23rd Street for a <br />wedding reception and has provided the following recommendation: <br />From Hastings, north to the railroad track, involves <br />the 500 and 600 blocks of 23rd Street. 23rd Street <br />at that location "dead ends" into an alley running <br />parallel south of the railroad track. Under those <br />circumstances, it is recommended that closure be <br />at the alley parallel and south of the railroad <br />tracks and at the mid block alley adjacent to <br />530 23rd Street. Further, at Hastings, a sign <br />would be posted indicating Street Closed, No <br />Outlet. Barricades will be delivered by the <br />Bureau of Traffic and Lighting and the Petitioner <br />will be responsible for placing and removing the <br />barricades for the event. <br />Additionally, as requested, Ms. Bowers and Mr. Vanderhegghen provided <br />to the Board a list containing the signatures of eight (8) of their <br />neighbors indicating that they do not object to the closure of the <br />street from 3:00 p.m. to midnight on May 1, 1984. Therefore, <br />upon a motion made.by Mr. Leszczynski, seconded by Mr. Hill and <br />carried, the above recommendation provided by the Bureau of Traffic. <br />and Lighting was accepted and the request approved. <br />APPROVE RECOMMENDATION TO PLACE SIGNAGE ON SOUTH STREET <br />In a memorandum to the Board, Mr. Ralph J. Wadzinski, Manager, <br />Bureau of Traffic and Lighting, advised that under the ninety (90) <br />day experimental powers granted by the ordinance, he recommends <br />the placement of "No Trucks Over 26,000 lb. GVW Prohibited" signage <br />on South Street between Michigan and Columbia. This restriction <br />is to go into effect at the same time that the Monroe Industrial <br />Park directional signage goes up. It is estimated that this should <br />take place during the week of April 23, 1984. Upon a motion made <br />by Mr. Leszczynski, seconded by Mr. Hill and carried, the -.above <br />recommendation was accepted and approved. <br />APPROVE REQUEST OF ST. STEPHEN'S'CHURCH TO CONDUCT <br />FESTIVAL RUN - JULY 7, 1984 <br />Mr. Leszczynski advised that Mr. Ralph J. Wadzinski, Manager, Bureau <br />of Traffic and Lighting, and Captain Edward Friend, South Bend <br />Police Department Traffic Division have reviewed the request of St. <br />Stephen's Church submitted to the Board on March 26, 1984 to conduct <br />a foot race on July 7, 1984 beginning at 9:00 a.m, and recommend <br />approval. It was noted that the Petitioner should contact Captain <br />Friend in early May to arrange for proper manpower. Upon a motion <br />made by Mr. Leszczynski, seconded by Mr. Hill and carried, the above <br />recommendation was accepted and the request approved. <br />
