REGULAR MEETING <br />MARCH 5. 1984 <br />Based on the above information and recommendation provided, upon <br />a motion made by Mr. Leszczynski, seconded by Mr. Hill and <br />carried, the Petition for the Establishment of a Residential <br />Parking Zone as submitted was denied. <br />APPROVE PETITION REQUEST FOR THE ESTABLISHMENT OF A <br />RESIDENTIAL PARKING ZONE - 500 NORTH LAFAYETTE <br />Mr. Leszczynski advised that in response to a Petition for the <br />Establishment of a Residential Parking Zone received from Captain <br />John J. Horan, 304 West Navarre, South Bend, Indiana, for a traffic <br />study to be conducted at 304 West Navarre and the 500 block of <br />North Lafayette Boulevard, Mr. Ralph J. Wadzinski, Manager, Bureau <br />of Traffic and Lighting, has presented the following information <br />and recommendation: <br />An 11-hour (8 a.m. - 6 p.m.) residential field check was <br />made for the west side of 500 North Lafayette Boulevard <br />as petitioned. <br />The west side of the 500 block of North Lafayette <br />consists of fifteen (15) parking spaces on -street <br />serving six (6) structures (two (2) single family, <br />one (1) multi -family, one (1) combined residential/ <br />commercial and two (2) non-resident structures) <br />consisting of apparently five (5) household units. <br />During the 11-hour study, nine (9) hours showed curb <br />occupancy of eleven (11) vehicles or more resulting <br />in occupancies above 73%. Note that the ordinance <br />requires 75% or higher curb occupancy. The percentage <br />of non-resident occupancy for nine (9) of the eleven <br />(11) hours resulted in non-resident occupancy exceeding <br />33%. Please note that the ordinance requires 25% non- <br />resident occupancy or higher. <br />The field results indicate that the requirements of <br />the ordinance are satisfied at this time for the two <br />(2) petitioning single family residences. It is recom- <br />mended that a residential parking zone, 8 a.m. to 5 p.m. <br />Monday thru Saturday, be installed in front of these <br />two (2) homes on the west side of 500 North Lafayette. <br />The multi -family structure at 501 North Lafayette, <br />although it is not on the petition, also qualifies. <br />If the residents of this structure submit a petition <br />they will be provided with residential parking, 8 a.m. <br />to 5 p.m. Monday thru Saturday, also. <br />Based on the above information and recommendation provided, upon <br />a motion made by Mr. Leszczynski, seconded by Mr. Vance and <br />carried, the Petition for the Establishment of a Residential <br />Parking Zone as submitted was approved. <br />APPROVE RECOMMENDATION TO DENY TAXICAB DRIVER'S LICENSE <br />In a letter to the Board, Mr. Michael L. Vance, City Controller, <br />recommended that the application for a taxicab driver's license <br />be denied to Mr. Gregory Rouse, 643 LaPorte, South Bend, Indiana. <br />The recommendation for denial is based on information provided <br />from the South Bend Police Department's investigation. Mr. Rouse <br />has had two (2) speeding convictions in the last fourteen (14) <br />months and additionally has a Theft Class A Misdemeanor conviction <br />as late as June of 1982. Upon a motion made by Mr. Leszczynski, <br />seconded by Mr. Hill and carried, Mr. Vance's recommendation to <br />deny the license was,approved. Mr. Vance abstained from voting. <br />It was noted that the above referred to applicant will be notified <br />of the denial and given the opportunity to request a public hearing <br />on the matter. <br />1 <br />1 <br />1 <br />
