REGULAR MEETING <br />MARCH 5. 1984 <br />125 <br />1 <br />APPROVE REQUEST TO ADVERTISE FOR.RECEIPT OF BIDS - <br />EAST BANK DEVELOPMENT PHASE I PROJECT <br />In a letter to the Board, Mr. Neil A. Shanahan, Manager, Bureau <br />of Public Construction, requested that the Board advertise for <br />the receipt of bids for the East Bank Development Phase I <br />Project. Mr. Leszczynski advised that the landscaping, curb, <br />sidewalk and pavement work will be done on Colfax and LaSalle <br />Streets from Niles to the river. He additionally advised that <br />the Engineer's Estimate for this project is 5145,000.00 and <br />that Community Development Funds will be utii.ized. Upon a motion <br />made by Mr. Leszczynski, seconded by Mr. Vance and carried, the <br />above request was approved. <br />APPROVE LICENSE APPLICATION - SECONDHAND DEALER <br />Mr. Leszczynski advised that the following Secondhand Dealers <br />License application has been received: <br />Name: Casey's Furniture <br />By: Frances Billings/Robert J. Casey <br />Address: 520 Western Avenue <br />For the purpose of selling: Used furniture <br />Mr. Leszczynski further advised that favorable recommendations <br />have been received from the Bureau of Traffic and Lighting, <br />Department of Code Enforcement, Police Department and Fire Depart- <br />ment on the above application., Upon a motion made by Mr. <br />Leszczynski, seconded by Mr. Hill and carried, the above license <br />application was approved and referred to the Deputy Controller's <br />office for issuance. <br />DENY PETITION REQUEST FOR THE ESTABLISHMENT OF A <br />RESIDENTIAL PARKING ZONE 1000 BLOCK WAXNE STREET <br />Mr. Leszczynski advised that in response to a.Petition for the <br />Establishment of a Residential Parking Zone received from Mavis <br />L. Paree, 1016 West Wayne Street, South Bend, Indiana, on <br />September 19, 1984 for a traffic study to be conducted in the <br />area of East Wayne Street from Eddy Street to Francis Street, <br />Mr. Ralph Wadzinski, Manager, Bureau of Traffic and Lighting, <br />has presented the following information and recommendation: <br />A 16-hour (6 a.m. - 9 p.m.) residential field check <br />was made for the 1000 block of East Wayne Street <br />as petitioned. <br />The 1000 block of East Wayne consists of thirty <br />(30) parking spaces on -street serving thirteen <br />(13) structures (single family, three (3) multi- <br />family, three (3) combined residential -commercial <br />and one (1) commercial) consisting of apparently <br />nineteen (19) household units. <br />During the study, a 16=hour average of 7.5 vehicles <br />per hour (a high of twelve (12) and a low of five <br />(5) were observed. As a result, there is an <br />average occupancy of 25% (a high of_'40% and a <br />low of 16%). Please note that the ordinance <br />requires a 75% occupancy. The percentage of <br />non-resident occupancy for nine (9) of the <br />sixteen (16) hours, averaged 13% (a low of 6% <br />and a high of 20%). Please note the ordinance <br />requires 25% of non-resident occupancy. <br />The field results indicate that the requirements <br />of the ordinance are not satisfied at this time. <br />It is recommended that this area be rechecked by <br />the Bureau of Traffic and Lighting in April of 1984. <br />
