REGULAR MEETING MARCH 5. 1984 125 1 APPROVE REQUEST TO ADVERTISE FOR.RECEIPT OF BIDS - EAST BANK DEVELOPMENT PHASE I PROJECT In a letter to the Board, Mr. Neil A. Shanahan, Manager, Bureau of Public Construction, requested that the Board advertise for the receipt of bids for the East Bank Development Phase I Project. Mr. Leszczynski advised that the landscaping, curb, sidewalk and pavement work will be done on Colfax and LaSalle Streets from Niles to the river. He additionally advised that the Engineer's Estimate for this project is 5145,000.00 and that Community Development Funds will be utii.ized. Upon a motion made by Mr. Leszczynski, seconded by Mr. Vance and carried, the above request was approved. APPROVE LICENSE APPLICATION - SECONDHAND DEALER Mr. Leszczynski advised that the following Secondhand Dealers License application has been received: Name: Casey's Furniture By: Frances Billings/Robert J. Casey Address: 520 Western Avenue For the purpose of selling: Used furniture Mr. Leszczynski further advised that favorable recommendations have been received from the Bureau of Traffic and Lighting, Department of Code Enforcement, Police Department and Fire Depart- ment on the above application., Upon a motion made by Mr. Leszczynski, seconded by Mr. Hill and carried, the above license application was approved and referred to the Deputy Controller's office for issuance. DENY PETITION REQUEST FOR THE ESTABLISHMENT OF A RESIDENTIAL PARKING ZONE 1000 BLOCK WAXNE STREET Mr. Leszczynski advised that in response to a.Petition for the Establishment of a Residential Parking Zone received from Mavis L. Paree, 1016 West Wayne Street, South Bend, Indiana, on September 19, 1984 for a traffic study to be conducted in the area of East Wayne Street from Eddy Street to Francis Street, Mr. Ralph Wadzinski, Manager, Bureau of Traffic and Lighting, has presented the following information and recommendation: A 16-hour (6 a.m. - 9 p.m.) residential field check was made for the 1000 block of East Wayne Street as petitioned. The 1000 block of East Wayne consists of thirty (30) parking spaces on -street serving thirteen (13) structures (single family, three (3) multi- family, three (3) combined residential -commercial and one (1) commercial) consisting of apparently nineteen (19) household units. During the study, a 16=hour average of 7.5 vehicles per hour (a high of twelve (12) and a low of five (5) were observed. As a result, there is an average occupancy of 25% (a high of_'40% and a low of 16%). Please note that the ordinance requires a 75% occupancy. The percentage of non-resident occupancy for nine (9) of the sixteen (16) hours, averaged 13% (a low of 6% and a high of 20%). Please note the ordinance requires 25% of non-resident occupancy. The field results indicate that the requirements of the ordinance are not satisfied at this time. It is recommended that this area be rechecked by the Bureau of Traffic and Lighting in April of 1984.
