I REGULAR MEETING JANUARY 16, 1984 OPENING AND AWARD OF BIDS - SALE OF ABANDONED VEHICLES This was the date set for the receiving and opening of sealed bids for the sale of approximately eleven (11) abandoned vehicles, nine (9) of which are valued at over One Hundred. Dollars ($100.00) and all of which have been stored at the Hurwich Impoundment Lot, 1610 Circle Avenue, South Bend, Indiana.. The Clerk tendered proofs of publication of Notice in the South Bend Tribune and the Tri-County News which were found to be sufficient. Dubail South Bend, IN South Bend, IN $31.01 41.01 $51.01 51.01 65.00 26.01 80.00 -- 51.01 31.01 -- Upon a motion made by Mr. Kernan, seconded by Mr. Hill and carried, the above bids were referred to the Department of Code Enforcement for immediate review and recommendation in order that an award could be made prior to adjournment of the meeting. Following that review, upon a motion made by Mr. Kernan, seconded by Mr. Hill and carried, the following bids were awarded: Hurwich Iron Co. - Vehicle No. 1 $10.00 3 10.00 5 15.00 8 15.00 11 10.00 TOTAL: $60.00 Rubin's Auto Parts - Vehicle No. 2 $31.01 10 31.01 TOTAL: $62.02 Steve Thompson - Vehicle No. 4 $51.01 6 65.00 7 80.00 9 51.01 TOTAL: $247.02 GRAND TOTAL: $369.04 APPROVAL OF ACCESS TO PUBLIC RECORDS POLICY Mr. Kernan presented to the Board for approval a City of South Bend Access to Public Records Policy. Board Attorney Carolyn V. Pfotenhauer advised that this policy is being presented in response to a new state statute, I.C. 5-14-3, effective January 1, 1984, which regulates access to public records. She stated that there are three (3) categories of records and they are disclosable records, nondisclosable records and records to be disclosed at the discretion of the agency. She indicated that most of the City records fall under the disclosable records category. The Access to Public Records Policy presented today will be the procedure that the City will use in handling all requests for public records. Upon a motion made by Mr. Kernan, seconded by Mr. Hill and carried, the above Access to Public Records Policy was approved and adopted. 1-1 1
