I <br />REGULAR MEETING <br />JANUARY 16, 1984 <br />OPENING AND AWARD OF BIDS - SALE OF ABANDONED VEHICLES <br />This was the date set for the receiving and opening of sealed bids <br />for the sale of approximately eleven (11) abandoned vehicles, nine <br />(9) of which are valued at over One Hundred. Dollars ($100.00) and <br />all of which have been stored at the Hurwich Impoundment Lot, <br />1610 Circle Avenue, South Bend, Indiana.. The Clerk tendered <br />proofs of publication of Notice in the South Bend Tribune and <br />the Tri-County News which were found to be sufficient. Board Attorney Carolyn V. <br />Pfotenhauer advised that this policy is being presented in response <br />to a new state statute, I.C. 5-14-3, effective January 1, 1984, <br />which regulates access to public records. She stated that there <br />are three (3) categories of records and they are disclosable <br />records, nondisclosable records and records to be disclosed at <br />the discretion of the agency. She indicated that most of the <br />City records fall under the disclosable records category. The <br />Access to Public Records Policy presented today will be the <br />procedure that the City will use in handling all requests for <br />public records. Upon a motion made by Mr. Kernan, seconded by <br />Mr. Hill and carried, the above Access to Public Records Policy <br />was approved and adopted. <br />1-1 <br />1 <br />
