am <br />REGULAR MEETING JANUARY 3, 1984 <br />Mr. Hill stated that cost studies completely based on objective <br />data were conducted that dictate how much in funds comes from <br />the utilities department. <br />Mr. Hill stated that the $3,400.00 annual salary of the Water <br />Works Commissioners and the Board of Public Safety members <br />appears to be a stable amount to be adhered to for some time <br />in the future. He stated, however, that the amount could be <br />reconsidered outside of the context of an annual salary increase. <br />Mr. Hill advised that under new state law, the obligations of <br />the Water Works Board are far broader than the responsibilities <br />have been in the past. There are provisions regarding standards <br />for employment and personnel which the Board has direct <br />responsibility for. Mr. Hill further stated that the Board <br />of Public Safety handles disciplinary matters in the Police <br />and Fire Departments. In response to a question regarding <br />why the Board of Public Safety is paid a higher salary, as <br />opposed to the Redevelopment Commission for instance, Mr. <br />Hill indicated that the Board of Public Safety does handle <br />disciplinary matters for the Police and Fire Departments and <br />has other somewhat different responsibilities than those of <br />the Redevelopment Commission. <br />In response to South Bend Tribune Reporter Jim Wensits' comment <br />that the Water Works meetings are very short meetings handling <br />approval of minutes and vouchers, Mr. Hill and Board Attorney <br />Carolyn Pfotenhauer advised that the responsibilities of the <br />Board in the future will increase. It was stated that the <br />Board will be involved in personnel matters such as provisions <br />for hiring and competency levels and follow-up on the operations <br />of the entire water works operations. Ms. Pfotenhauer stated <br />that reports will be given regularly by the supervisors regard- <br />ing water works operations. <br />In response to Mrs. Crone's question regarding whether the state <br />mandated that a citizen board be formed to handle the Water <br />Works operations, Mr. Hill and Board Attorney Carolyn <br />Pfotenhauer advised that there were a number of options <br />available to the City but the citizen board option was chosen. <br />There being no further questions on this matter, upon a motion <br />made by Mr. Kernan, seconded by Mr. Hill and carried, the <br />Agreements as presented were approved and executed. <br />ADOPTION OF RESOLUTION NO. 1-1984 - SCRAP AND JUNK <br />DEALERS LICENSE RENEWALS FOR 1984 <br />Mr. Leszczynski presented to the Board Resolution No. 1-1984 <br />recommending that an additional two (2) scrap and junk dealers <br />licenses be approved for renewal for 1984. He advised that <br />favorable recommendations have been received from the Depart- <br />ment of Code Enforcement and the Fire Department Prevention <br />Bureau concerning these applications. It was noted that on <br />December 27, 1983, the Board approved the adoption of <br />Resolution No. 27-1983 recommending that sixteen (16) scrap <br />and junk dealers licenses be approved for renewal in 1984. <br />It was additionally noted that only one scrap yard, A-1 Auto <br />Parts, 2014 Lafayette Boulevard, is still not in compliance <br />with Fire code regulations. <br />Upon a motion made by Mr. Kernan, seconded by Mr. Leszczynski <br />and carried, Resolution No. 1-1984, recommending Council <br />approval of license renewals for two (2) scrap dealers was <br />adopted and the Clerk was instructed to prepare the <br />necessary Council Resolution for final action by the Council <br />at its first meeting in January.
