REGULAR MEETING. <br />JANUARY 3, 1984 <br />APPROVE AGREEMENTS BETWEEN THE CITY OF SOUTH BEND AND <br />MEMBERS OF THE BOARD OF PUBLIC SAFETY <br />Mr. Leszczynski presented to the Board Agreements between the City <br />of South Bend, Indiana, and Elmer L. Carr, Gene M. Norris, and. <br />Stanley M. Przybylinski, for services as members of the Board. <br />of Public Safety. It was noted that the members shall receive <br />the sum of $3,400.00 per year for services rendered payable in <br />equal monthly increments. It was additionally noted that the <br />terms of the Agreements shall be from January 1, 1984 until <br />December 31, 1984, unless terminated pursuant to statute or <br />by the resignation of the Appointee. <br />Councilwoman Beverly Crone was in attendance and addressed the <br />Board on this matter. She inquired if the Agreements were being <br />presented today to technically bring the Board of Public Safety <br />members into compliance with ordinance requirements as the Board <br />of Public Works approved similar agreements with the Water Works <br />Board at their last meeting. She additionally stated that the <br />salaries of the prior three (3) members of the Water Works <br />Board (John E. Leszczynski, Richard L. Hill and Joseph E. Kernan) <br />contain a $3,400.00 amount which was allocated for their services <br />on that Board and that with the addition of $3,400.00 being paid <br />to the new three member citizen board, the total cost involved <br />to run this Board is $20,400.00. She stated that should the <br />Wastewater Board become a citizen board., the cost to the City <br />would be another $20,400.00 with the total amount expended for <br />the three Boards being $51,000.00. <br />In response to Mrs. Crone's question regarding technical compliance, <br />Mr. Hill stated that the Agreements presented today have the same <br />effective date as those signed by the Board at its last meeting <br />for the members of the Water Works Board. Mr. Hill stated that <br />the Agreements presented today were not presented at the same <br />time the Water Works Agreements were because they were in the <br />process of being drafted and typed. Mr. Hill further advised <br />that in the past, members of the Board of Public Safety were <br />paid an annual salary of $1,200.00 and that no written contracts <br />existed. He further stated that if past practice were followed, <br />no Agreements would have been executed and the annual amount <br />would just have been changed. However, it is the intention of <br />the Board to comply with ordinance requirements. <br />In response to Mrs. Crone's question regarding the $3,400.00 <br />being included in the present salaries of the City Attorney, <br />City Controller and City Engineer, Mr. Kernan stated that at the <br />time of salary discussions it was made clear that there was not <br />to be any reduction in those salaries and in fact there would <br />be no annual increase either. Mr. Kernan stated that he does <br />not consider this double payment for services rendered. <br />In regards to whether or not the Waste Water Board will become a <br />citizen board in the future, Mr. Kernan stated that to his <br />knowledge the Mayor has not made that determination yet but the <br />Common Council will certainly be consulted should he decide on <br />that course of action. <br />Mrs. Crone stated that she is not advocating that the salaries <br />of the members of the Board of Public Safety be reduced but is <br />simply asking if it is necessary to pay the citizen board <br />members the same salary that the executive board was paid. <br />Mrs. Crone asked that if in 1985 the City Attorney, City Controller <br />and City Engineer were to receive increases, would those increases <br />come from the same funding sources which currently provide the <br />$3,400.00 salary amount. Mr. Kernan explained that an individual <br />cost system that reimburses the General Fund for those administra- <br />tive costs on the basis of work performed by the City Attorney, <br />City Engineer and City Controller and other departments is being <br />utilized which clearly and correctly determines administrative <br />costs and the costs of running the boards. <br />
