REGULAR MEETING DECEMBER 17, 1985 <br />Leszczynski, seconded by Ms. Barnard and carried, the Clerk was <br />instructed to request letter proposals from companies interested <br />in providing pigeon control services at Pier Park (pedestrian <br />walkway beneath the Colfax Avenue Bridge) and the Western Avenue <br />Viaduct at Walnut Streets for the calendar year 1986. <br />APPROVE TRAFFIC CONTROL DEVICES <br />Upon a motion made by Mr. Leszczynski, seconded by Ms. Barnard <br />and carried, the following two (2) traffic control devices were <br />approved: <br />1. NEW INSTALLATION, NO PARKING - Hillcrest, west side, <br />from Angela to Parkovash. (Requested by Police <br />Department). <br />2. REMOVAL OF NO TURN ON RED - Miami & Bowen, east bound <br />to south. (Requested by Traffic Engineer). <br />APPROVE REQU <br />LIFE" - JANU <br />OF KNIGHTS OF COLUMBUS <br />CONDUCT "MARCH FOR <br />Mr. Leszczynski advised that the Bureau of Traffic and Lighting <br />and the Police Department Traffic Division have reviewed the <br />request of the Knights of Columbus Santa Maria Council No. 553, <br />as submitted by Mr. Arthur R. Leinen, 815 North Michigan Street, <br />P.O. Box 774, South Bend, Indiana to conduct their annual "March <br />for Life" on January 19, 1986 at 1:30 p.m and recommend approval <br />subject to the marchers staying on the sidewalk and observing all <br />traffic signals. Additionally, a Police escort was requested but <br />it has been determined that no police escort is necessary. <br />However, the police officers normally patrolling the area will be <br />notified of the event. The route submitted and recommended for <br />approval is as follows: <br />Begin in the Knights of Columbus parking lot at 815 North <br />Michigan Street proceed west on Bartlett to Lafayette, south <br />on Lafayette to Wayne Street, west on Wayne Street to Taylor <br />Street, crossing Taylor to St. Patrick's Church. <br />Upon a motion made by Mr. Leszczynski, seconded by Ms. Barnard <br />and carried, the recommendation was accepted and the request <br />approved. <br />DENY PETITION FOR RESTRICTED RESIDENTIAL PARKING ZONE - 900 BLOCK <br />BELLEVUE AVENUE <br />Mr. Leszczynski advised that in response to the Petition for <br />Restricted Residential Parking submitted to the Board on October <br />21, 1985 by Mr. Marion B. Balsley, the Bureau of Traffic and <br />Lighting conducted a Residential Parking Study on November 19, <br />1985. Over a ten (10) hour period, 7:00 a.m. - 4:00 p.m., there <br />was an average of twelve (12) vehicles parking in twenty-four <br />(24) spaces for an average occupancy of 50%. The ordinance <br />governing restricted residential parking requires an average <br />occupancy of 75%. Of the twelve (12) vehicles, eight (8) were of <br />non-residents. This is an average of 33.3%. The ordinance <br />requires an average non-resident occupancy of 25%. Since the <br />average occupancy does not meet the ordinance requirements, it is <br />the recommendation of the Bureau of Traffic and Lighting that the <br />residential parking request as submitted be denied. Therefore, <br />upon a motion made by Mr. Leszczynski, seconded by Ms. Barnard <br />and carried, the recommendation was accepted and the request <br />denied. <br />1 <br />I <br />
