REGULAR MEETING DECEMBER 17, 1985 Upon a motion made by Ms. Barnard, seconded by Mr. Vance and carried, the above addendum was approved and executed. APPROVE INDIANA DEPARTMENT OF HIGHWAYS OFFICIAL ACTION - U.S. 33 AND SAMPLE STREET Mr. Leszczynski advised that Mr. Joseph J. Pluta, Director, Division of Engineering, has reviewed an Indiana Department of Highways Official Action establishing a change in preferentiality at the intersection of U.S. 33 and Sample Street and recommends approval. The Official Action indicates that preferentiality shall be established at the intersection of U.S. 33 (Lincolnway East) and Sample Street in the City of South Bend, St. Joseph County, as follows: This intersection is signalized and in the event of the need for a flashing operation of the signals, they shall flash RED to all approaches. All traffic on all approaches shall Stop before entering the intersection of U.S. 33 (Lincolnway East) and Sample Street during the flashing operation of the traffic signals. Upon a motion made by Mr. Leszczynski, seconded by Mr. Vance and carried, the recommendation as submitted was accepted and the Official Action approved and executed. REQUEST TO CONDUCT WINTER CELEBRATION 5K RUN - FEBRUARY 1, 1986, REFERRED In a Memorandum to the Board, Ms. Mikki Dobski, Director, Office of Community Affairs requested permission to conduct the annual 5K run in conjunction with the 5th Annual Winter Celebration to be held on Saturday, February 1, 1986 at Erskine Park. The route to be utilized is as follows: Miami Street north to Golfview; west to Fellows, south to Ireland and east back to Miami Street. The starting time of the run is 9:00 a.m. with Mr. Neil Wozniak acting as race director. Ms. Dobski further advised that the race will benefit Special Olympics. Upon a motion made by Mr. Leszczynski, seconded by Ms. Barnard and carried, the request was referred to the Bureau of Traffic and Lighting and Police Department Traffic Division for review and recommendation. APPROVE REQUEST OF MICHIANA COMMUNITY HOSPITAL TO CONDUCT CHRISTMAS EVE ACTIVITY ON RIVER BEND PLAZA In a Memorandum to the Board, Ms. Mikki Dobski, Director, Office of Community Affairs, submitted to the Board a request on behalf of the Michiana Community Hospital (formerly Osteopathic Hospital), to host a holiday coffee and cookies party on the Plaza. The intention of the hospital is to actually have the party on St. Joseph's Bank Plaza and to use River Bend Plaza only if they need additional space. The activity will be held on December 24, 1985 from 11:00 a.m. - 2 p.m. Mr. Leszczynski advised that Mr. Joseph J. Pluta, Director, Division of Engineering, has reviewed this request and recommends approval. Upon a motion made by Ms. Barnard, seconded by Mr. Leszczynski and carried, the request as submitted was approved. APPROVE REQUEST FOR THE RECEIPT OF LETTER PROPOSALS - PIGEON CONTROL AT WESTERN AVENUE VIADUCT AT WALNUT STREET AND PIER PARK In a Memorandum to the Board, Sandra M.
