P2 <br />REGULAR MEETING <br />OCTOBER 21, 1985 <br />APPROVE CONTRACTORS BONDS <br />Mr. Melvin Humphrey, Engineering Department, recommended that the <br />Contractors Bonds for Kalka Midwest Construction and Silas Boyd <br />d/b/a Boyd's Enterprise be approved effective October 21, 1985. <br />Upon a motion made by Mr. Leszczynski, seconded by Ms. Barnard <br />and carried, -the above Contractors Bonds were approved. <br />FILING OF ENVIRONMENTAL CLEAN-UP OF LOTS REPORT <br />A report from the Department of Code Enforcement indicating a <br />tdtal of one -hundred twenty-eight (128) properties cleaned from <br />October 14, 1985 to October 18, 1985 was submitted. Upon a <br />motion made by Ms. Barnard, seconded by Mr. Leszczynski and <br />carried, the report as submitted was filed. <br />FILING.OY CERTIFICATE OF INSURANCE . <br />Upon a motion made by Ms. Barnard, seconded -by Mr. Vance and <br />carried, the Certificate of InsuranceforSchurz Communications, <br />Inc., P.O. Box 1409, Fernadina Beach, Florida, was accepted and <br />filed. <br />APPROVE CLAIMS <br />Mr. John Ferguson, Executive Director, St. Joseph County Job <br />Training Program submitted three (3) lists containing one hundred. <br />thirty-one (131) claims and recommended approval. Additionally, <br />Deputy City Controller:Carol M. Sanders submitted Claim Docket <br />No. 23430 through Claim Docket No. 23783 and recommended <br />approval. Upon a motion made by Mr. Vance, seconded by Ms. <br />Barnard and carried, the claims were approved and the reports as <br />submitted were filed. <br />APPROVE REQUEST TO SEEK PROPOSALS TO PROVIDE SERVICES CONCERNING <br />THE CITY OF SOUTH BEND'S U.S. SAVINGS BOND PROGRAM <br />City Controller Michael L. Vance advised the Board that currently <br />the person handling the City's payroll system and function <br />additionally handles the Savings Bond Program. He stated that <br />there are very few employees taking advantage of the program and <br />the process is time consuming. He further advised that he has <br />been approached by a company who is willing to take over the <br />savings bond program at no cost to the City. However, that <br />company would be able to cover their expenses through the sale of <br />disability bond insurance to the employee. Because of this <br />recent interest, Mr. Vance requested that the Board seek <br />proposals for the sales and bookkeeping services for the City's <br />U.S. Savings Bond Program. Upon a motion made by Ms. Barnard, <br />seconded by Mr. Vance and carried, the request was approved. <br />COMPLAINTS RECEIVED CONCERNING TAXICAB OPERATIONS OF ROSELAND CAB <br />COMPANY AND ALLIED CAB COMPANY AND REQUEST FOR STATUS REPORT OF <br />INVESTIGATION OF DEPUTY CITY CONTROLLER CONCERNING COMPLIANCE OF <br />CAB COMPANIES CURRENTLY HOLDING CITY LICENSES <br />Mr. Vance advised the Board that he received a telephone call <br />from a member of a taxicab company complaining about the <br />operations of the Roseland Cab Company and the Allied Cab Company <br />and the fact that taxicabs being operated by those companies did <br />not appear to be licensed or have any City license displayed. <br />Ms. Barnard reminded members of the Board that at the Public <br />Hearing on the revocation of the Certificate of Public <br />Convenience and Necessity for the Roseland Cab Company, Mr. Roger <br />Woods brought up the same complaint about other cab companies. <br />
