P2 REGULAR MEETING OCTOBER 21, 1985 APPROVE CONTRACTORS BONDS Mr. Melvin Humphrey, Engineering Department, recommended that the Contractors Bonds for Kalka Midwest Construction and Silas Boyd d/b/a Boyd's Enterprise be approved effective October 21, 1985. Upon a motion made by Mr. Leszczynski, seconded by Ms. Barnard and carried, -the above Contractors Bonds were approved. FILING OF ENVIRONMENTAL CLEAN-UP OF LOTS REPORT A report from the Department of Code Enforcement indicating a tdtal of one -hundred twenty-eight (128) properties cleaned from October 14, 1985 to October 18, 1985 was submitted. Upon a motion made by Ms. Barnard, seconded by Mr. Leszczynski and carried, the report as submitted was filed. FILING.OY CERTIFICATE OF INSURANCE . Upon a motion made by Ms. Barnard, seconded -by Mr. Vance and carried, the Certificate of InsuranceforSchurz Communications, Inc., P.O. Box 1409, Fernadina Beach, Florida, was accepted and filed. APPROVE CLAIMS Mr. John Ferguson, Executive Director, St. Joseph County Job Training Program submitted three (3) lists containing one hundred. thirty-one (131) claims and recommended approval. Additionally, Deputy City Controller:Carol M. Sanders submitted Claim Docket No. 23430 through Claim Docket No. 23783 and recommended approval. Upon a motion made by Mr. Vance, seconded by Ms. Barnard and carried, the claims were approved and the reports as submitted were filed. APPROVE REQUEST TO SEEK PROPOSALS TO PROVIDE SERVICES CONCERNING THE CITY OF SOUTH BEND'S U.S. SAVINGS BOND PROGRAM City Controller Michael L. Vance advised the Board that currently the person handling the City's payroll system and function additionally handles the Savings Bond Program. He stated that there are very few employees taking advantage of the program and the process is time consuming. He further advised that he has been approached by a company who is willing to take over the savings bond program at no cost to the City. However, that company would be able to cover their expenses through the sale of disability bond insurance to the employee. Because of this recent interest, Mr. Vance requested that the Board seek proposals for the sales and bookkeeping services for the City's U.S. Savings Bond Program. Upon a motion made by Ms. Barnard, seconded by Mr. Vance and carried, the request was approved. COMPLAINTS RECEIVED CONCERNING TAXICAB OPERATIONS OF ROSELAND CAB COMPANY AND ALLIED CAB COMPANY AND REQUEST FOR STATUS REPORT OF INVESTIGATION OF DEPUTY CITY CONTROLLER CONCERNING COMPLIANCE OF CAB COMPANIES CURRENTLY HOLDING CITY LICENSES Mr. Vance advised the Board that he received a telephone call from a member of a taxicab company complaining about the operations of the Roseland Cab Company and the Allied Cab Company and the fact that taxicabs being operated by those companies did not appear to be licensed or have any City license displayed. Ms. Barnard reminded members of the Board that at the Public Hearing on the revocation of the Certificate of Public Convenience and Necessity for the Roseland Cab Company, Mr. Roger Woods brought up the same complaint about other cab companies.
