REGULAR MEETING <br />SEPTEMBER 30, 1985 <br />1. Banner - to be placed across Jefferson Boulevard <br />at Michigan Street. <br />2. Motorcade escort from Notre Dame to Morris Civic <br />Auditorium. Line up will be at 6:30 p.m., with <br />starting time to be 6:45 p.m. The route to be <br />utilized will be determined by the South Bend <br />Police Department. <br />3. Overflow crowd control at the Morris Civic. <br />Assistance in this area will be at the discretion of <br />the South Bend Police Department. A list of the <br />dignitaries will be submitted one (1) week in advance. <br />4. Traffic control at entrance to Morris Civic for motor- <br />cade. Request no parking on Morris Civic Drive <br />with only the motorcade cars to have access. <br />Additionally, other optional events which are being considered <br />for which permission and assistance will be required are: <br />1. Guest appearance by President Reagan. <br />2. Notre Dame Pep Rally to be held in downtown South Bend. <br />Specific details concerning the above two (2) events will be <br />submitted for approval should they materialize. <br />Upon a motion made by Mr. Leszczynski, seconded by Ms. Barnard <br />and carried, the request was referred to the Bureau of Traffic <br />and Lighting and the Police Department Traffic Division for <br />review and recommendation. <br />REQUEST FOR DESIGNATED HANDICAPPED PARKING SPACE AT 226 EAST <br />NAVARRE REFERRED <br />In a letter to the Board, Mr. Richard E. Miller, 226 East <br />Navarre, South Bend, Indiana, advised that because of student <br />housing in his neighborhood, the parking situation is <br />intolerable. As he is handicapped and holds a State of Indiana <br />handicapped parking permit, he is requesting that the parking <br />space in front of his residence be designated as a handicapped <br />parking space. Upon a motion made by Mr. Leszczynski, seconded <br />by Ms. Barnard and carried, the request was referred to the <br />Bureau of Traffic and Lighting and the Police Department Traffic <br />Division for review and recommendation. <br />APPROVE REQUEST OF SOUTH BEND HOLIDAY PARADE COMMITTEE TO CONDUCT <br />HOLIDAY PARADE - NOVEMBER 16, 1985 <br />Mr. Leszczynski advised that the Bureau of Traffic and Lighting <br />and the Police Department Traffic Division have reviewed the <br />request to conduct the Holiday Parade, said request submitted to <br />the Board on September 3, 1985, and recommend approval. It was <br />noted that the parade route will be Jefferson Boulevard, <br />beginning at Williams Street to Service Court #5. Upon a motion <br />made by Ms. Barnard, seconded by Mr. Leszczynski and carried, the <br />recommendation was accepted and the request approved. <br />APPROVE REQUEST OF ST. JOE VALLEY NATIONAL ORGANIZATION FOR WOMEN <br />TO CONDUCT DEMONSTRATION ON PUBLIC RIGHT-OF-WAY - OCTOBER 6, 1985 <br />Mr. Leszczynski advised that the Bureau of Traffic and Lighting <br />and the Police Department Traffic Division have reviewed the <br />above referred to request submitted to the Board on September 23, <br />1985, and recommend approval subject to participants staying on <br />the sidewalks and not obstructing pedestrian traffic. Upon a <br />motion made by Mr. Leszczynski, seconded by Ms. Barnard and <br />carried, the recommendation was accepted and the request <br />approved. <br />
