0 <br />REGULAR MEETING SEPTEMBER 9, 1985 <br />improvement of Edison Road from 500' east of Crestwood Boulevard <br />to 400' west of Hickory Road. Mr. Leszczynski advised that this <br />update was required so that the plans conform to the requirements <br />of the Indiana Department of Highways and Federal Highway <br />Administration and qualify for Federal Funding under the Federal <br />Aid Urban Program as it is anticipated that those funds will be <br />utilized. Payment to Cole Associates, Inc. for this service will <br />be $17,750.00. Upon a motion made by Mr. Leszczynski, seconded <br />by Ms. Barnard and carried, the Proposal as submitted was <br />approved and executed. <br />APPROVE PURCHASE AGREEMENT - SALE OF CITY -OWNED PROPERTY AT 441 <br />SOUTH PULASKI STREET <br />In accordance with the bid awarded on August 12, 1985, for the <br />purchase of the City -owned lot at 441 South Pulaski Street in the <br />amount of $25.00 to Mr. & Mrs. Robert L. Stoner, 445 South <br />Pulaski Street, South Bend, Indiana, the Purchase Agreement was <br />being submitted at this time for Board approval. Upon a motion <br />made by Mr. Leszczynski, seconded by Ms. Barnard and carried, the <br />Purchase Agreement was approved and the matter referred to the <br />City Attorney's office for drafting of the appropriate Quit -Claim <br />Deed. <br />APPROVE REQUEST TO ADVERTISE FOR RECEIPT OF BIDS - RESTORATION <br />OF THE PALAIS ROYALE BUILDING (FACADE AND SIDEWALK) PROJECT <br />In a letter to the Board, John E. Leszczynski, Director, Public <br />Works, requested that the Board advertise for the receipt of bids <br />for the Restoration of the Palais Royale Building (Facade and <br />Sidewalk) Project. He advised that the work will include but <br />will not necessarily be limited to masonry and terra cotta <br />cleaning, tuckpointing and restoration, perimeter belt course <br />marquee lighting and related/required electrical service, <br />storefront replacement, second floor window repair and <br />refinishing as well as sidewalk and curb replacement and repair. <br />Upon a motion made by Ms. Barnard, seconded by Mr. Leszczynski <br />and carried, the request as submitted was approved. <br />APPROVE REQUEST TO ADVERTISE FOR RECEIPT OF BIDS - SALE OF <br />ABANDONED VEHICLES <br />Ms. Katherine Barnard, Director, Department of Code Enforcement, <br />requested permission to advertise for the sale of approximately <br />six (6) abandoned vehicles, which are being stored at Steve & <br />Gene's Auto & Truck Salvage and Repair, 3109 South Gertrude <br />Street, South Bend, Indiana. It was noted that all vehicles have <br />been stored more than fifteen (15) days, identification checks <br />had been run for auto theft and the owners and lienholders <br />notified. Upon a motion made by Ms. Barnard, seconded by Mr. <br />Leszczynski and carried, the above request was approved and a <br />date of September 23, 1985, was established for the receiving and <br />opening of sealed bids. <br />APPROVE RECOMMENDATION OF POLICE DEPARTMENT REGARDING CHANGE IN <br />VEHICLES PURCHASED <br />It was noted that at the September 3, 1985, meeting of the Board, <br />members took under advisement Police Chief Hurley's recommenda- <br />tion that the Department be allowed to purchase three (3) Ford <br />LTD's instead of Chevrolet Celebrities as Thomas Dodge of Orland <br />Park was unable to provide the Chevrolets as originally bid. <br />Services Division Chief Ronald Marciniak was present at the <br />meeting and advised the Board that the Department determined to <br />purchase the Chevrolet Celebrities as an experiment to ascertain <br />whether the front -wheel drive vehicles could be utilized in the <br />department. Chief Marciniak further explained that at the time <br />of the bid award, Thomas Dodge assured the Department that the <br />
