"C) <br />10 <br />REGULAR MEETING SEPTEMBER 3, 1985 <br />APPROVE REQUEST OF SOUTH BEND FIRE DEPARTMENT TO BLOCK STREETS <br />FOR INTERNATIONAL WATERBALL CONVENTION - SEPTEMBER 7-8, 1985 <br />On July 29, 1985, the Board received a request from the South <br />Bend Fire Department for street closures during the International <br />Waterball Convention to be held in South Bend on September 7-8, <br />1985. The original street closure request was amended and the <br />Fire Department currently requests that Lafayette Boulevard from <br />Jefferson Boulevard to Washington Street be closed off for this <br />event to be held from 9:00 a.m. to 4:00 p.m. Mr. Leszczynski <br />advised that the Bureau of Traffic and Lighting and the Police <br />Department Traffic Division have reviewed this revised request <br />and recommend approval. Therefore, upon a motion made by Mr. <br />Leszczynski, seconded by Ms. Barnard and carried, the <br />recommendation was accepted and the request approved. <br />APPROVE REQUEST OF MATHEWS-PURUCKER-ANELLA, INC. ON BEHALF OF <br />TEACHERS CREDIT UNION TO PERFORM LANDSCAPING ON PUBLIC <br />RIGHT-OF-WAY AROUND HEADQUARTERS BUILDING <br />In a letter to the Board, Mr. Rick Kizer, Director of Project <br />Coordination, Mathews-Purucker-Anella, Inc., 218 South Frances <br />Street, South Bend, on behalf of Teachers Credit Union, advised <br />that they are involved in the planning of the TCU Headquarters <br />Building on the southeast corner of Main and Washington Streets. <br />Submitted with the letter were plans indicating sidewalk and <br />landscaping work that is proposed in the City right-of-way along <br />Washington Street. Mr. Kizer advised that his firm has applied <br />to the State Highway Department for their approval for the use of <br />the public right-of-way along Main Street and they are therefore <br />requesting Board permission for the use of the right-of-way along <br />Washington Street. <br />Mr. Leszczynski advised that this request has been reviewed by <br />the Bureau of Traffic and Lighting, Police Department Traffic <br />Division and the Department of Economic Development and they <br />recommend approval. Mr. Jack Mathews, Building Commissioner, <br />advised that these plans were submitted earlier this year to the <br />Design Review Committee for the downtown area and were found <br />acceptable. Mr. Joseph J. Pluta, Director of Engineering advised <br />that he found no objections to tree and bush plantings but <br />suggested that the Engineering Department be provided with a <br />legal description of the right-of-way the landscaping will be <br />encroaching. Upon a motion made by Mr. Leszczynski, seconded by <br />Ms. Barnard and carried, the recommendations were accepted and <br />the request approved. <br />APPROVE REQUEST OF J.E. WALZ, INC. TO CONDUCT ANNUAL TENT SALE - <br />SEPTEMBER 5, 1985 <br />In a letter to the Board, Mr. John R. Walz, Secretary -Treasurer, <br />J.E. Walz, Inc., 3423 South Michigan Street, South Bend, Indiana, <br />advised that the annual tent sale will be held on September 5, <br />1985 and will run for approximately three (3) weeks or until <br />September 25, 1985. Mr. Leszczynski advised that this request <br />was reviewed by the Bureau of Traffic and Lighting, Police <br />Department Traffic Division, Fire Department and Building <br />Department and they recommend approval subject to the following <br />requirements being met: <br />1. No straw or any type of highly combustibles are to be <br />used. <br />2. The tent is to be away from power lines and not placed <br />under trees <br />3. The tent is to have a fire extinguisher and "no smoking" <br />signs posted. <br />4. Material of tent must be fire retardant with Certificate <br />of Flame Retardancy filed with the Board. <br />
