REGULAR MEETING <br />JULY 15, 1985 <br />REQUEST OF HOLLADAY CORPORATION TO CONDUCT FINE ARTS SCULPTURE <br />EVENT REFERRED (SEPTEMBER 8-28, 1985) <br />In a Memorandum to the Board, Ms. Mikki Dobski, Director, Office <br />of Community Affairs, advised that she has received a request from <br />the Holladay Corporation, a real estate developer currently <br />constructing One Michiana Square in Downtown South Bend. One <br />Michiana Square has proposed a major sponsorship of a fine arts <br />sculpture event, "Sculpture South Bend 185" that will bring people <br />to the downtown area from September 8-28, 1985, in conjunction <br />with the "George Rickey in South Bend" exhibition. The objectives <br />for Sculpture South Bend 185 are to promote fine arts as an <br />important element in South Bend, increase our community's <br />perception and appreciation of public sculpture, afford talented <br />sculptors an opportunity to contribute to the community and market <br />their works, and to stimulate downtown activity. This event will <br />be a unique outdoor sculpture symposium sponsored by several <br />non-profit fine art organizations underwritten by a grant from One <br />Michigan Square. The symposium will invite three (3) sculptors to <br />create major outdoor works while sharing their artistic <br />philosophies with spectators. The general public will be invited <br />to observe the sculptors progress during each stage of creation. <br />The site will be in a park -like setting in downtown South Bend <br />adjacent to One Michiana Square. During the symposium a group <br />exhibition of the sculptors' previously completed works will run <br />concurrently with the event. Ms. Dobski advised that support from <br />the local government, Chamber of Commerce and downtown merchants <br />would be appreciated. The government's support is, in fact, key <br />to the success of the project. In -kind contributions needed are: <br />tents, picnic tables, chairs, stage, showmobile, trash containers <br />and removal, electrical equipment, evening security, moving of the <br />site, and manpower for set-up. Ms. Dobski further advised that <br />this project can be a boost to our community both culturally and <br />economically and Board approval would be appreciated. Upon a <br />motion made by Mr. Vance, seconded by Ms. Barnard and carried, the <br />request was referred to the Bureau of Traffic and Lighting and the <br />Police Department Traffic Division for review and recommendation. <br />APPROVE LICENSE APPLICATION - OPEN AIR STAND <br />Mr. Vance advised that the following license application has been <br />received: <br />NAME: Hilltop Farms Three Brats <br />BY: Robert & Peggy Thornton <br />ADDRESS: 13825 Dragoon Tr., Mishawaka <br />STAND TO BE LOCATED AT: 325 South Logan Street <br />DATES: July thru Labor Day weekend <br />FOR THE PURPOSE OF: Selling home grown fruits and <br />vegetables. <br />It was noted that favorable recommendations have been received <br />from the Police Department and the Bureau of Traffic and Lighting <br />for the above application. Additionally provided with the <br />application was a letter of permission from the property owner. <br />It was noted that the Department of Code Enforcement advised that <br />the location of the open air stand on the vacant lot at Logan and <br />Jefferson (325 South Logan Street) is an "A" Residential area and <br />not appropriate for open air stands. However, because of the <br />prior use of this property for open air stands and because of the <br />location between two (2) establishments zoned "C" Commercial, it <br />has been the Board's position to recommend approval of said <br />location. Upon a motion made by Mr. Vance, seconded by Ms. <br />Barnard and carried, the above license application was approved <br />and referred to the Deputy Controller's office for issuance of a <br />permit. <br />1 <br />
