REGULAR MEETING
JUNE 17, 1985
1
1
Mr. Vance advised that the food booth applications submitted today
were received late but were accepted as they do not duplicate
efforts of other participants.
Upon a motion made by Mr. Vance, seconded by Ms. Barnard and
carried, the above applications as submitted were approved.
APPROVE REQUEST OF BUREAU OF HOUSING TO SELL HOUSE AT 1616 SOUTH
CARLISLE STREET
Mr. Leszczynski advised that the Bureau of Housing is requesting
that the Board of Public Works handle the selling of a house they
own at 1616 South Carlisle Street. Mr. Ted Leverman of the Bureau
was present at the meeting and advised that the house was
originally a Homestead property sold for $1.00. The owner of the
house secured a government 312 loan to rehabilitate the property
but has now abandoned the property and defaulted on the loan. HUD
is now asking that the Bureau sell the house and apply the
proceeds to the balance of the loan.
Mr. Vance inquired as to what will happen to the amount left after
the loan is paid off. Mr. Leverman responded that the Bureau will
probably take a loss on the property as the amount of repairs far
exceed the market value of the property. Mr. Leszczynski and Ms.
Barnard voiced their concerns as to what guarantee the City would
have that the property be brought up to code requirements. Board
Attorney Carolyn V. Pfotenhauer advised that that concern could be
addressed in the final agreement. Upon a motion made by Ms.
Barnard, seconded by Mr. Vance and carried, the above request of
the Bureau of Housing to sell the house at 1616 South Carlisle
Street was approved with the stipulation that the legal
advertisement contain language that the exterior repairs must be
made within thirty (30) days of the purchase of the property.
REQUEST TO CONDUCT STREET SERVICES - REV. AARON SCONIERS -
REFERRED
In a letter to the Board, Rev. Aaron Sconiers, 512 E. Monroe, Apt.
1, South Bend, Indiana, advised that he is a licensed minister of
the Believers Church of God in Christ and would like permission to
preach on street corners in South Bend, particularly Chapin and
Washington Streets on Saturdays from July 6, 1985 to September 21,
1985, from 3:00 p.m. to 9:00 p.m. The services will consist of
singing and testifying and preaching. Additionally, Rev. Sconiers
requested permission to use a small amplifier which he will
hook-up in the facilities of local proprietorships in the area.
Upon a motion made by Mr. Leszczynski, seconded by Mr. Vance and
carried, the above request was referred to the Bureau of Traffic
and Lighting, the Police Department Traffic Division and the City
Attorney's office for review and recommendation.
REQUESTS TO CONDUCT BLOCK PARTIES REFERRED
Upon a motion made by Mr. Leszczynski, seconded by Ms. Barnard and
carried, the following block party requests were referred to the
Bureau of Traffic and Lighting and the Police Department Traffic
Division for review and recommendation:
1.
