REGULAR MEETING <br />JUNE 17, 1985 <br />1 <br />1 <br />Mr. Vance advised that the food booth applications submitted today <br />were received late but were accepted as they do not duplicate <br />efforts of other participants. <br />Upon a motion made by Mr. Vance, seconded by Ms. Barnard and <br />carried, the above applications as submitted were approved. <br />APPROVE REQUEST OF BUREAU OF HOUSING TO SELL HOUSE AT 1616 SOUTH <br />CARLISLE STREET <br />Mr. Leszczynski advised that the Bureau of Housing is requesting <br />that the Board of Public Works handle the selling of a house they <br />own at 1616 South Carlisle Street. Mr. Ted Leverman of the Bureau <br />was present at the meeting and advised that the house was <br />originally a Homestead property sold for $1.00. The owner of the <br />house secured a government 312 loan to rehabilitate the property <br />but has now abandoned the property and defaulted on the loan. HUD <br />is now asking that the Bureau sell the house and apply the <br />proceeds to the balance of the loan. <br />Mr. Vance inquired as to what will happen to the amount left after <br />the loan is paid off. Mr. Leverman responded that the Bureau will <br />probably take a loss on the property as the amount of repairs far <br />exceed the market value of the property. Mr. Leszczynski and Ms. <br />Barnard voiced their concerns as to what guarantee the City would <br />have that the property be brought up to code requirements. Board <br />Attorney Carolyn V. Pfotenhauer advised that that concern could be <br />addressed in the final agreement. Upon a motion made by Ms. <br />Barnard, seconded by Mr. Vance and carried, the above request of <br />the Bureau of Housing to sell the house at 1616 South Carlisle <br />Street was approved with the stipulation that the legal <br />advertisement contain language that the exterior repairs must be <br />made within thirty (30) days of the purchase of the property. <br />REQUEST TO CONDUCT STREET SERVICES - REV. AARON SCONIERS - <br />REFERRED <br />In a letter to the Board, Rev. Aaron Sconiers, 512 E. Monroe, Apt. <br />1, South Bend, Indiana, advised that he is a licensed minister of <br />the Believers Church of God in Christ and would like permission to <br />preach on street corners in South Bend, particularly Chapin and <br />Washington Streets on Saturdays from July 6, 1985 to September 21, <br />1985, from 3:00 p.m. to 9:00 p.m. The services will consist of <br />singing and testifying and preaching. Additionally, Rev. Sconiers <br />requested permission to use a small amplifier which he will <br />hook-up in the facilities of local proprietorships in the area. <br />Upon a motion made by Mr. Leszczynski, seconded by Mr. Vance and <br />carried, the above request was referred to the Bureau of Traffic <br />and Lighting, the Police Department Traffic Division and the City <br />Attorney's office for review and recommendation. <br />REQUESTS TO CONDUCT BLOCK PARTIES REFERRED <br />Upon a motion made by Mr. Leszczynski, seconded by Ms. Barnard and <br />carried, the following block party requests were referred to the <br />Bureau of Traffic and Lighting and the Police Department Traffic <br />Division for review and recommendation: <br />1.
