REGULAR MEETING <br />APRIL 8, 1985 <br />REQUEST TO PURCHASE CITY -OWNED PROPERTY AT 1124 NAPIER STREET <br />REFERRED <br />In a letter to the Board, Mr. Sam Mercantini, 410 Lincolnway East, <br />-Mishawaka, Indiana, advised that he desires to purchase the <br />City -owned lot at 1124 Napier Street to use the rear portion as an <br />overflow parking area for his building nearby at 1117 West Western <br />Avenue. He further advised that he does not anticipate ever using <br />the area for parking since he will provide at least ten (10) <br />spaces on his own property. These ten (10) spaces should be more <br />than enough to accommodate the five (5) apartments he plans on <br />remodeling on the second floor of the building and business <br />offices he plans for the first floor. However, because of the <br />zoning laws requiring a parking space for every 400 square feet of <br />first floor space, he is in need of an additional five (5) <br />spaces. Since he does not have enough space on his own land for <br />the additional five (5) spaces, he wishes to purchase additional <br />land and have it available if the need should ever arise. <br />Therefore, upon a motion made by Mr. Leszczynski, seconded by Mr. <br />Vance and carried, the above request was referred to the necessary <br />City departments and bureaus for a determination as to whether or <br />not the City need retain the lot for any reason. <br />APPROVE <br />QUEST OF INDIANA AND MICHIGAN ELECTRIC COMPANY TO ERECT <br />PE STRUCTURE ON PUBLIC RIGHT-OF-WAY IN FRONT OF THEIR <br />BUILDING AT 220 WEST COLFAX AVENUE <br />Mr. Leszczynski advised that Mr. Joseph.J. Pluta, Director, <br />Division of Engineering and Mr. Jack A. Mathews, Building <br />Commissioner, have reviewed the request of I&M to erect a <br />marquee -type structure on the public right-of-way, said request <br />submitted to the Board on March 25, 1985, and recommend approval <br />subject to the following: <br />1. Construction and materials must meet Uniform Building <br />Codes. No permits will be issued without full <br />construction drawings of installation details and <br />material specifications. <br />2. The minimum vertical clear height should be eight (8) <br />feet and the support columns can be no closer than two <br />(2) feet to the face of the nearest curb line. <br />3. As Colfax Avenue is a State Highway, installation of the <br />marquee is subject to approval by the Indiana Department <br />of Highways. <br />4. As the marquee will be erected over public right-of-way <br />a perpetual Certificate of Insurance in the amount of <br />$1,000,000.00 naming the City of South Bend as an <br />additional insured will be required. <br />Upon a motion made by Mr. Leszczynski, seconded by Ms. Barnard and <br />carried, the above recommendations were accepted and the request <br />approved. <br />APPROVE REQUEST OF MATHEWS-PURUCKER-ANELLA, INC. TO ERECT COVERED <br />PEDESTRIAN WALKWAY AT S.E. CORNER OF MAIN AND W. WASHINGTON STREET <br />Mr. Leszczynski advised that Mr. Joseph J. Pluta, Director, <br />Division of Engineering, Mr. Jack Mathews, Building Commissioner <br />and Assistant Fire Chief George Gyori have reviewed the request as <br />referred to above, said request submitted to the Board on March <br />25, 1985, and recommend approval subject to the following: <br />1. The walkway must be installed as close to the curb as <br />possible. <br />
