<br />QUOTATION: $13,930.00
<br />Upon a motion made by Ms. Maradik, seconded by Mr. Relos and carried, the above quotations
<br />were referred to Engineering for review and recommendation.
<br />After reviewing those quotations, Mr. Kevin Fink, Engineering, recommended that the Board
<br />award the contractto the lowest responsive and responsible bidder, TX Concrete, in unit prices
<br />not to exceed $13,390.00. Mr. Fink informed the Board that TX Concrete did not fill in their unit
<br />prices, but based on the linear feet bid and the total, they were able to determine their unit cost.
<br />Mr. Fink stated he called the contractor to confirm their unit prices and will supply the Board
<br />with a written confirmation from the contractor of their unit prices. Therefore, Mr. Relos made a
<br />motion that the recommendation be accepted, the Board waive the irregularities, and the
<br />quotation be awarded as outlined above. Ms. Maradik seconded the motion, which carried.
<br />AWARD BID —ONE (1) OR MORE, CUSTOM TOP MOUNT PUMPERS (FIRE CAPITAL)
<br />Mr. Jeff Hudak, Central Services, advised the Board that on August 23, 2016, bids were received
<br />and opened for the above referenced vehicles. After reviewing those bids, Mr. Hudak
<br />recommended that the Board award the contract for two (2) units to the lowest responsive and
<br />responsible bidder, Rosenbauer South Dakota, 100 Third Street, Lyons, South Dakota 57041, in
<br />the amount of $458,455 each for a total. of $916,910. Therefore, Mr. Relos made a motion that
<br />the recommendationbe accepted and the bid be awarded as outlined above. Ms. Maradik
<br />seconded the motion, which carried.
<br />AWARD QUOTATION — OLIVE ROAD LIGHTING OVER THE INDIANA TOLL ROAD —
<br />PROJECT NO. 115-124 (COIT)
<br />Mr. Roger Nawrot, Engineering, advised the Board that on September 27, 2016, quotations were
<br />received and opened for the above referenced project. After reviewing those quotations, Mr.
<br />Nawrot recommended that the Board awardthe contract to the lowest responsive and responsible
<br />bidder, Michiana Contracting, Inc., 7843 Lilac Road, Plymouth, Indiana 46563, in the ammurt,
<br />not to exceed, of $28,092. Therefore, Ms. Maradik made a motion that the recommendation be
<br />accepted and the quotation be awarded as outlined above. Mr. Relos seconded the motion, which
<br />carried. �—
<br />AWARD QUOTATION — POTAWATOMI ZOO PARKING LOT EXPANSION — PROJECT
<br />NO. 115-129A (C01T)
<br />Mr. Richard Estes, Engineering, advised the Board that on September 27, 2016, quotations were
<br />received and opened for the above referenced project. After reviewing those quotations, Mr.
<br />Estes recommended that the Board award the contract to the lowest responsive and responsible
<br />bidder, Ritschard Bros., Inc., 1204 West Sample Street, South Bend, Indiana 46619, in the
<br />amount, not to exceed, of $104,241.00. Therefore, Mr. Relos made a motion that the
<br />recommendation be accepted and the quotation be awarded as outlined above. Ms. Maradik
<br />seconded the motion, which carried.
<br />DETERMINATION OF AWARD OF POLICE TOWING SERVICE
<br />Mr. Gilot read a memo from Attorney Michael Schmidt recommending the award of the above
<br />proposal go to the sole responsive and responsible proposal from ASAP Towing and Recovery,
<br />1906/2010 S. Olive St., South Bend, Indiana 46615. Mr. Gilot opened the floor to anybody
<br />wishing to speak. Mr. Rick Hamilton, Hamilton Towing, stated none of the current towing
<br />vendors were notified of this process and they were all told by the Legal Department and Police
<br />that they would be notified if the City made any changes to the process. He noted this service has
<br />never been bid out in the sixty (60) years it has been in place. He stated they found out when
<br />they were responding to a Police Department flat tire and jump start request and they were told
<br />that was bid out in July. He noted they knew nothing about that one also, the Police never
<br />contacted them. Now, he stated, it's happening again. He stated the towing companies are only
<br />asking that the process be re -opened and give them a chance to respond. Attorney Schmidt stated
<br />the proposal was legally advertised consistent with Statutes and the Board has the legal authority
<br />to make the award. Lieutenant Eyster clarified it was not the Police Department that bid out the
<br />flat tire and jump start services, it goes through the Central Services Division. Mr. Mueller stated
<br />as a matter of policy the City would like to have all bidders bid. He noted given someone did pay
<br />attention to the agendas and submitted a propsal that met the proposal requirements, the Board
<br />should go ahead with the award. Attorney Schmidt asked if the Board wanted to set a length of
<br />contract, noting if the Board wishes to negotiate terms they have the authority to do so. He
<br />added, however, they can't change the fundamental issues. Mr. Schmidt noted if they do
