REGULAR MEETING DECEMBER 16, 1986 <br />APPROVE FACADE LEASE - PALAIS ROYALE BUILDING <br />City Attorney Eugenia S. Schwartz submitted to the Board for <br />approval and execution a Lease between Trust No. 30560 consisting <br />of Bruce R. Bancroft, James E. Childs and William H. Furry and <br />the City of South Bend which is the final document that will <br />bring to completion all development of the Palais Royale Building <br />located at the northwest corners of Colfax Street and Michigan <br />Avenue. She reminded the Board that through the Development <br />Agreement previously entered into with the Trust, the facade was <br />conveyed to the City and through utilization of HUD funds and 108 <br />Loan Funds, the facade has been renovated and brought back to <br />compliance with historical requirements. The lease submitted <br />today leases the facade back to the Trust for a twenty (20) year <br />period, beginning on January 1, 1987 and ending on December 31, <br />2007, and contains the option for the owners to buy-back the <br />facade at any time by paying back the amount expended plus an <br />additional sum. It was noted that monthly payments would begin <br />at $1,217.58. She advised that the Lease states that the City <br />has expended $217,573.60 on the building facade with the total <br />pay -back amount being $320,420.53. Upon a motion made by Mr. <br />Vance, seconded by Mrs. DeClercq and carried, the Lease as <br />submitted was approved and executed. <br />APPROVE REQUEST TO ADVERTISE FOR THE RECEIPT OF BIDS - RENTAL OF <br />NEW UNIFORMS FOR VARIOUS DEPARTMENTS AND BUREAUS WITHIN THE CITY <br />OF SOUTH BEND <br />Mr. Michael L. Vance, Director, Administration and Finance, <br />advised the Board that the current contract for the rental of <br />uniforms for various City departments and bureaus will expire <br />early in 1987. He further advised that specifications are being <br />prepared for the rental of these uniforms and he would therefore <br />request that the Board advertise for the receipt of bids. Upon a <br />motion made by Mrs. DeClercq, seconded by Mr. Leszczynski and <br />carried, the request was approved. <br />APPROVE LAND CONTRACT - 126 NORTH NILES AVENUE (POLICE EAST <br />SECTOR SUBSTATION) <br />Ms. Eugenia S. Schwartz, City Attorney, submitted to the Board <br />for approval and execution a Land Contract Agreement between <br />Christopher Davey and Anthony J. George, owners of the property <br />at 126 North Niles Avenue and the City of South Bend for the <br />City's purchase of the above referred to property. She advised <br />that negotiations have taken place with Mr. Davey and Mr. George <br />and an agreement has been reached which provides for the purchase <br />of the property for the sum of $90,000.00 with a down payment of <br />$45,000.00 toward the purchase price to be paid at closing. The <br />balance, together with interest on the outstanding balance at the <br />rate of 7.75%, will be paid in thirty-six (36) equal monthly <br />payments of $1,401.95 with the first payment due the end of <br />January, 1987. Mr. Vance stated that the appropriate purchase <br />price for the building was based on two (2) appraisals that were <br />conducted. It was noted that this property will be utilized as <br />the Police East Sector Substation. Upon a motion made by Mr. <br />Vance, seconded by Mrs. DeClercq and carried, the above referred <br />to Land Contract was approved and executed. <br />ACCEPT AND APPROVE QUIT -CLAIM DEED (NE CORNER OF FOX & ST. <br />JOSEPH) <br />Mr. Leszczynski advised that the Engineering Department has <br />recommended that the City accept the above referred to Deed which <br />transfers from St. Joseph County to the City the property located <br />at the northeast corner of Fox and St. Joseph Street as follows: <br />18-7040-1586 - Lots 211, 212 Ex. 66 Feet north end of <br />each Lot - Bowmans 6th Addition <br />18-7040-1587 - Lot 213 Ex. 66 Feet north end - Bowmans <br />6th Addition <br />
