c)4 3 <br />REGULAR MEETING <br />OCTOBER 28, 1986 <br />APPROVE AGREEMENT FOR STAFF SUPPORT - SOUTH BEND NEIGHBORHOOD <br />BUSINESS DEVELOPMENT CORPORATION, INC./CITY OF SOUTH BEND BY THE <br />BOARD OF PUBLIC WORKS ON BEHALF OF ECONOMIC DEVELOPMENT DEPT. AND <br />LEGAL DEPARTMENT <br />Mr. James Bixler, Department of Economic Development, submitted <br />to the Board for approval the above referred to Agreement. It <br />was noted that the NBDC was formed to lessen the burdens of local <br />government by administering, coordinating and monitoring <br />neighborhood business district revitalization programs, including <br />the City -Wide Commercial Revolving Loan Fund and other activities <br />conducted within the City in order to prevent and offset the <br />occurrences of slum and blighted conditions. Further, NBDC has <br />entered into and will enter into contracts with the City to <br />assist in implementation of such economic development and <br />community development projects and in order to carry out the <br />purposes of NBDC and to assist the City in certain economic <br />development and community development projects, staff support for <br />NBDC is beneficial and necessary. Through this Agreement, the <br />City will provide staff support to NBDC for the period November <br />1, 1986 to and including December 31, 1987. <br />Upon a motion made by Mr. Leszczynski, seconded by Mrs. DeClercq <br />and carried, the above referred to Agreement was approved and <br />executed. <br />APPROVE CHANGE ORDER NOS. 2 AND 3 - SKYWALK FROM THE CENTURY <br />CENTER TO THE MARRIOTT HOTEL PROJECT <br />Mr. Leszczynski advised that Wright Construction, P.O. Box 1306, <br />Elkhart, Indiana, has submitted Change Order No. 2 indicating <br />that the contract amount be increased by $4,123.00 for a new <br />contract sum including this Change Order in the amount of <br />$955,554.00 as well as Change Order No. 3 indicating that the <br />contract amount be decreased by $1,785.00 for a new contract sum <br />including this Change Order in the amount of $953,759.00. Upon a <br />motion made by Mr. Leszczynski, seconded by Mrs. DeClercq and <br />carried, the above Change Orders were approved and executed. <br />APPROVE UTILITY EASEMENTS - LOGAN STREET WIDENING PROJECT <br />Mr. Leszczynski advised that Northern Indiana Public Service <br />Company, Heritage Cablevision Corporation, and Indiana Bell <br />Telephone Company have submitted Utility Agreements to the City <br />in conjunction with the Logan Street Widening project. <br />The Agreements indicate that the City of South Bend and each <br />particular utility company agree that utility facilities <br />consisting of lines and appurtenances located on Logan Street <br />from south of the Grand Trunk Railroad to McKinley Highway in <br />South Bend, Indiana, and located on Hickory Road from McKinley <br />Highway to north of Edison Road in South Bend, Indiana, are <br />hereby granted permit to be located within the highway <br />right-of-way. Upon a motion made by Mr. Leszczynski, seconded by <br />Mrs. DeClercq and carried, the above Utility Easements were <br />approved and executed. <br />APPROVE PROJECT COMPLETION AFFIDAVIT - SABLE RIDGE SUB -DIVISION <br />(SECTION ONE) <br />Mr. Leszczynski advised that H. DeWulf Mechanical Contractor, <br />Inc., 58600 Executive Drive, Mishawaka, Indiana, has submitted <br />a Project Completion Affidavit for Sable Ridge Sub -Division <br />(Section One) indicating a final contract amount of $62,911.70. <br />Mr. Leszczynski advised that H. DeWulf provided installation of <br />water and sewer mains for the above referred to development. <br />Therefore, upon a motion made by Mr. Leszczynski, seconded by <br />Mrs. DeClercq and carried, the Project Completion Affidavit as <br />submitted was approved and executed and the appropriate three (3) <br />year Maintenance Bond as submitted was accepted for filing. <br />
