4.A',A, u REGULAR MEETING SEPTEMBER 23, 1986 referred to project. It was noted that bids for this project were opened by the Board on September 16, 1986. Upon a motion made by Ms. Barnard, seconded by Mr. Vance and carried, the recommendation was accepted and the bid awarded, subject to the filing of the appropriate Insurance, Performance Bond and Labor and Materials Payment Bond. APPROVE CONSTRUCTION CONTRACT - MICHIGAN STREET IMPROVEMENTS PHASE II PROJECT Pursuant to the September 16, 1986, bid award to Carl J. Reinke & Sons, Inc., 1216 West Sample Street, P.O. Box 3095, South Bend, Indiana, in the amount of $654,095.19 for the above referred to project, the appropriate Public Works Construction Contract was submitted at this time for Board approval. Therefore, upon a motion made by Ms. Barnard, seconded by Mr. Vance and carried, the Contract was approved and the appropriate insurance, Performance Bond and Labor and Materials Payment Bond submitted with the Contract were accepted and filed. ST OF CENTER CITY ASSOCIATES TO CONDUCT ANNUAL HOLIDAY Ms. Mikki Dobski, Director, Office of Community Affairs, advised that Center City Associates is requesting permission to hold the annual Holiday Parade on Saturday, November 22, 1986, beginning at 11:00 a.m. with staging beginning at 9:00 a.m. She stated that the parade will take approximately forty-five (45) minutes and will begin on Western Avenue and proceed east to Michigan Street, Michigan Street north to Colfax (four blocks). Upon a motion made by Ms. Barnard, seconded by Mr. Vance and carried, the request was referred to the necessary City departments for review and recommendation. APPROVE TRAFFIC CONTROL DEVICES Upon a motion made by Mr. Vance, seconded by Ms. Barnard and carried, the following three (3) traffic control devices were approved: 1. REMOVAL OF 1-HOUR PARKING 6A-6P, REVISED TO NO PARKING - 100 W. Western, South side from Michigan to Main Street. (Addition of lane for new signals at Michigan & Western). 2. REMOVAL OF 1-HOUR PARKING, REVISED TO NO PARKING - 100 W. Jefferson, North side, Michigan Street to Main. (Increase sight distance for new entrance to shoppers parking lot). 3. NEW INSTALLATION, STOP SIGN - On Academy Place at Inglewood Place. ("T" Intersection). FILING OF STREET LIGHT MONTHLY OUTAGE REPORTS - JULY & AUGUST The reports submitted to the Board indicated a total of two -hundred ninety-two (292) street light outages reported during the month of July and one hundred seventeen (117) reported during the month of August. Upon a motion made by Mr. Vance, seconded by Ms. Barnard and carried, the reports as submitted were accepted and filed. FILING OF ENVIRONMENTAL CLEAN-UP OF LOTS REPORT A report from the Department of Code Enforcement indicating a total of one hundred forty-one (141) properties cleaned from September 15, 1986 to September 19, 1986, was submitted. Upon a motion made by Ms. Barnard, seconded by Mr. Vance and carried, the report as submitted was filed.
