The Clerk tendered proofs of <br />publication of Notice in the South Bend Tribune and the <br />Tri-County News which were found to be sufficient. McCormick, Area Manager, Non -Collusion <br />Affidavit was in order and a 5% Bid Bond was submitted. <br />WALSH & KELLY INC. <br />24358 State Road 23 <br />South Bend, Indiana 46614 <br />Bid was signed by Thomas 0. <br />Quinn, Assistant Secretary, <br />order and a 5% Bid Bond was <br />$140,805.00 <br />Walsh, President and John R. <br />Non -Collusion Affidavit was in <br />submitted. <br />Upon a motion made by Ms. Barnard, seconded by Mr. Vance and <br />carried, the above bids were referred to the Engineering <br />Department for review and recommendation. <br />PUBLIC HEARING AND AFFIRMATION OF DENIAL OF TAXICAB DRIVER'S <br />LICENSE (DELMAR MAY) <br />Mr. Delmar L. May, 127 Indiana Avenue, Mishawaka, Indiana, <br />appeared before the Board concerning the recent denial of his <br />application for a Taxicab Driver's License. It was noted that in <br />a letter dated August 26, 1986, Mr. Michael L. Vance, Director, <br />Administration and Finance, advised Mr. May that his license <br />application was being denied based on a background investigation <br />of his traffic history. <br />Mr. May acknowledged that his record looks bad but stated that he <br />is retired, has time on his hands and was told by the taxicab <br />company that if he was able to secure a taxicab drivers license <br />they would put him to work. <br />
