REGULAR MEETING JUNE 10. 1986 <br />the Department of Energy and New Energy as well as to help the <br />City determine the impact of tax reform legislation on tax <br />incremental financing and general obligation bonds in order to <br />protect the City's interests in that area. <br />Upon a motion made by Mr. Vance, seconded by Mr. Leszczynski and <br />carried, the Agreement as submitted was approved and executed. <br />DOCUMENTS: <br />- LEA <br />LEASE <br />THE CITY AND NOR <br />IGHBORHOOD <br />IL. INC. <br />AND NEIGHBORHOOD HOUSING SERVICES <br />Mr. David Roos, Mayor Parent's Administrative Assistant, advised <br />the Board that submitted for approval was a Master Lease between <br />the City of South Bend and the Northeast Neighborhood Council, <br />Inc., for a term of five (5) years beginning on June 10, 1986 and <br />expiring on June 9, 1991, at an annual rental fee of $1.00 per <br />year for the property located at 803 North Notre Dame. Pursuant <br />to the requirements of that Lease Agreement, a Certificate of <br />Insurance naming the City as additional insured was also <br />submitted for filing as well as a check in the amount of $1.00 <br />for the first year's lease payment. <br />Additionally submitted at this time was a Lease Agreement between <br />the Northeast Neighborhood Council, Inc. and Neighborhood Housing <br />Services providing that NHS shall lease the 2nd floor of the <br />building located at 803 North Notre Dame Avenue. It was noted <br />that the matter of subletting is addressed in the Master Lease <br />Agreement between the City and the Northeast Neighborhood <br />Council. <br />Further, Neighborhood Housing Services submitted a letter to the <br />Board advising that in order to use the 2nd floor of the Center <br />for office space, improvements need to be made. Therefore, they <br />submitted a list of the improvements that will be made with costs <br />to be incurred by NHS. <br />Upon a motion made by Mr. Vance, seconded by Mr. Leszczynski and <br />carried, the Lease Agreement between the City and Northeast <br />Neighborhood Council, Inc. and the Lease Agreement between <br />Northeast Neighborhood Council, Inc. and Neighborhood Housing <br />Services were approved and the Certificate of Insurance as <br />submitted by the Northeast Neighborhood Council and the list of <br />improvements as submitted by Neighborhood Housing Services were <br />accepted for filing. <br />APPROVE CONSTRUCTION CONTRACT - <br />)F SANITARY <br />Mr. Leszczynski advised that in accordance with the bid awarded <br />on May 27, 1986, to H. DeWulf, Inc., 58600 Executive Drive, P.O. <br />Box 986, Mishawaka, Indiana, in the amount of $124,607.00, which <br />includes Alternate #2, for the above referred to project, a <br />Contract in said amount was being submitted for Board approval. <br />Upon a motion made by Mr. Leszczynski, seconded by Mr. Vance and <br />carried, the Contract was approved and the appropriate Insurance <br />and Performance and Payment Bond as submitted were filed. <br />APPROVE LETTERS OF CREDIT: <br />- IRREVOCABLE LETTER OF CREDIT NO. 388 <br />- IRREVOCABLE LETTER OF CREDIT NO. 400 <br />Mr. Leszczynski advised that Jack Hickey <br />Bend, Indiana, has submitted Irrevocable <br />which indicates that drafts are available <br />American Bank and Trust Company at sight <br />JACK HICKEY ASSOCIATES <br />PORTAGE REALTY CORP. <br />Associates, Inc., South <br />Letter of Credit No. 388 <br />drawn on Valley <br />up to an aggregate <br />r'1 <br />1 <br />
