79 <br />REGULAR MEETING <br />MARCH 11, 1986 <br />Mr. Pluta stated that the above referred to replacements would <br />result in a savings of $84.06 per month for a total of $1,008.72 <br />per year. <br />Upon a motion made by Ms. Barnard, seconded by Mr. Vance and <br />carried, the request to replace the street lights as indicated <br />above was approved. <br />APPROVE REMOVAL OF EIGHTEEN (18) STREET LIGHTS AND INSTALLATION <br />OF TEN (10) STREET LIGHTS <br />Mr. Joseph J. Franklin <br />Midblock 2100 Brookfield (J209-516) <br />South property line 3519 Springbrook <br />On Hillsdale at Chelsea Ct. <br />Mr. Pluta stated that the above action would result in a savings <br />of $148.80 per month for a total of $1,785.60 per year. <br />Upon a motion made by Ms. Barnard, seconded by Mr. Vance and <br />carried, the above referred to request as submitted was approved. <br />DENY REQUEST TO CONDUCT ST. PATRICK'S DAY NEIGHBORHOOD BLOCK <br />PARTY <br />Mr. Vance advised that Mr. Dave Sharp, 702 Howard Street, South <br />Bend, Indiana, requested permission to conduct a St. Patrick's <br />Day Neighborhood Block Party on Monday, March 17, 1986, between <br />the hours of 12:00 noon and 7:00 p.m. Mr. Sharp requested that <br />St. Louis Street between Howard and Corby Streets be closed for <br />this event. Mr. Sharp further advised that a maximum of four <br />hundred (400) individuals are expected and efforts are underway <br />to obtain a liquor license necessary to sell alcoholic beverages <br />in addition to hot dogs and soda that will be sold. He stated <br />that all proceeds from this event will be donated to the Logan <br />Center in the name of South Bend's Northeast Neighborhood. <br />Mr. Vance stated that the Bureau of Traffic and Lighting and <br />Police Department Traffic Division have reviewed this request and <br />have submitted negative recommendations based on the sale of <br />alcoholic beverages. The described event is not typically what <br />the Board reviews as a Block Party but appears to be a party that <br />is for profit. Mr. Vance additionally noted that it has come to <br />the Board's attention that this event is not wholly supported by <br />the University of Notre Dame, the neighborhood and the <br />Neighborhood Association. Mr. Vance further stated that it <br />appears that this event was planned by two (2) students, one (1) <br />
