79 REGULAR MEETING MARCH 11, 1986 Mr. Pluta stated that the above referred to replacements would result in a savings of $84.06 per month for a total of $1,008.72 per year. Upon a motion made by Ms. Barnard, seconded by Mr. Vance and carried, the request to replace the street lights as indicated above was approved. APPROVE REMOVAL OF EIGHTEEN (18) STREET LIGHTS AND INSTALLATION OF TEN (10) STREET LIGHTS Mr. Joseph J. Pluta, Director, Division of Engineering, requested permission to remove eighteen (18) 50,000 L HPS OH WP street lights on the south side of McKinley Avenue between Ironwood and Manchester as follows: J261-99 J261-100 J261-101 J261-102 J261-103 J261-104 J261-105 J261-106 J261-107 J261-1011 J261-1253 J261-1104 J261-1254 J261-969 J261-1255 J261-1256 J261-1105 J261-1257 Additionally, he requested permission to install ten (10) 9500 L HPS OH WP at the following locations: Between 322 and 328 Studebaker North Property Line 1004 Woodbine Way Midblock 1500 Medora Midblock 1600 Medora Midblock 500 Sherman By 504 Allen By 1713 S. Franklin Midblock 2100 Brookfield (J209-516) South property line 3519 Springbrook On Hillsdale at Chelsea Ct. Mr. Pluta stated that the above action would result in a savings of $148.80 per month for a total of $1,785.60 per year. Upon a motion made by Ms. Barnard, seconded by Mr. Vance and carried, the above referred to request as submitted was approved. DENY REQUEST TO CONDUCT ST. PATRICK'S DAY NEIGHBORHOOD BLOCK PARTY Mr. Vance advised that Mr. Dave Sharp, 702 Howard Street, South Bend, Indiana, requested permission to conduct a St. Patrick's Day Neighborhood Block Party on Monday, March 17, 1986, between the hours of 12:00 noon and 7:00 p.m. Mr. Sharp requested that St. Louis Street between Howard and Corby Streets be closed for this event. Mr. Sharp further advised that a maximum of four hundred (400) individuals are expected and efforts are underway to obtain a liquor license necessary to sell alcoholic beverages in addition to hot dogs and soda that will be sold. He stated that all proceeds from this event will be donated to the Logan Center in the name of South Bend's Northeast Neighborhood. Mr. Vance stated that the Bureau of Traffic and Lighting and Police Department Traffic Division have reviewed this request and have submitted negative recommendations based on the sale of alcoholic beverages. The described event is not typically what the Board reviews as a Block Party but appears to be a party that is for profit. Mr. Vance additionally noted that it has come to the Board's attention that this event is not wholly supported by the University of Notre Dame, the neighborhood and the Neighborhood Association. Mr. Vance further stated that it appears that this event was planned by two (2) students, one (1)
