He further stated that it is the feeling of the Board that this event would create more problems for the area and the neighborhood than can be justified. Therefore, upon a motion made by Mr. Vance, seconded by Mr. Barnard and carried, the request as submitted was denied. FILING OF HUMANE SOCIETY REPORT - FEBRUARY The Humane Society report for the month of February indicated the following matters handled for the City of South Bend: DOGS HANDLED: 244 CATS HANDLED: 90 OTHER ANIMALS HANDLED: 29 BITE CASES HANDLED: 6 COMPLAINTS HANDLED: 147 Upon a motion made by Mr. Vance, seconded by Ms. Barnard and carried, the above report as submitted was accepted and filed. APPROVE HANDICAPPED PARKING PERMITS Upon a motion made by Ms. Barnard, seconded by Mr. Vance and carried, the following two (2) handicapped parking permit applications were approved and referred to the Deputy Controller's office for issuance of permits: 1. Gladys R. Ankney, 1501 Liberty Dr., Apt. D 2. Susie E. Loyd, 24777 Fillmore, S.B. FILING OF STREET LIGHT OUTAGE REPORT . The report submitted to the Board indicated a total of two -hundred eighty-five (285) street light outages reported during the month of February. Mr. Vance stated that the total outage amount is higher than usual due to the fact that engineering aids from the Engineering Department conducted a night survey of street lights that were not working with the results of that survey added to the list of outages reported by citizens. Upon a motion made by Mr. Vance, seconded by Ms. Barnard and carried, the report as submitted was filed. FILING OF ENVIRONMENTAL CLEAN-UP OF LOTS REPORT A report from the Department of Code Enforcement indicating a total of forty-nine (49) properties cleaned from February 28, 1986 to March 6, 1986, was submitted. Upon a motion made by Mr. Vance, seconded by Ms. Barnard and carried, the report as submitted was filed. APPROVE CLAIMS Mr. John W. Ferguson, Executive Director, St. Joseph County Job Training Program submitted a list containing one hundred four (104) claims and recommended approval. Additionally, Deputy City Controller Carol M. Sanders submitted Claim Docket No. 4789 through Claim Docket No. 5317 and recommended approval. Upon a motion made by Mr. Vance, seconded by Ms. Barnard and carried, the claims were approved and the reports as submitted were filed.
