REGULAR MEETING <br />MARCH 4, 1986 <br />1. FESTIVAL <br />July 5-6, 1986 - 11:00 a.m. - 7:00 p.m. <br />Michigan Street from Colfax to Western Avenue - this <br />location depends upon demolition and reconstruction of <br />the River Bend Plaza Mall areas. Auxiliary sites <br />include Shopper's Park Free and the Champlin Lots. <br />2. FESTIVAL SET-UP <br />July 2-7, 1986 -all day <br />Michigan Street from Colfax to Western - the earliest <br />possible set-up will take place in the blocks between <br />Wayne and Washington to limit inconvenience to various <br />merchants. Street and alley closing and "no parking" <br />areas will be determined at a later date. <br />3. PARADE <br />July 5, 1986 10:00 a.m. - 12:00 noon <br />Lafayette Boulevard from South Street to Colfax; Colfax <br />from Lafayette to Williams; Williams from Colfax to <br />Wayne (same route as used in 1985). Due to possible <br />construction in the area, the staging area for the <br />parade will be determined at a later date. <br />4. FESTIVAL 5-RUN <br />July 4, 1986 - 8:00 a.m. <br />Howard Park, along St. Louis to IUSB and return via <br />Block Six (same route as utilized in 1985). This run is <br />sponsored by the Recreation Commission. <br />5. BED RACE <br />July 6, 1986 - 10:00 a.m. - 2:00 p.m. <br />Location suggestion requested since Michigan Street <br />between Colfax and Washington will not be available. <br />6. BICYCLE RACE <br />July 6, 1986 ALL DAY <br />1st choice of routes is Columbia, Jefferson and Crowe <br />Chizek Parking Lots. 2nd choice is the parade route <br />- approximately 1/2 mile oval is needed. <br />7. PARADE VENDORS <br />Per a decision made in 1985 by the Board attorney, the <br />festival will sell parade -only licenses to approved <br />groups only. The same application as the regular <br />festival vendors will be used. <br />Ms. Dobski further advised that the only non -City event, at this <br />time, is the Muscular Dystrophy Bed Race. They will be <br />instructed to provide a $1 Million Dollar insurance policy, <br />naming the City as additional insured. All other events are <br />sponsored by the City. <br />She further requested Fire Department Paramedics on Friday, July <br />4, 1986 from 7:30 a.m. - 10:00 a.m. and Saturday and Sunday from <br />8:00 a.m. - 7:00 p.m. Areas to be covered include the run, the <br />parade, festival, and bike race specifically. Police Department <br />crowd control is requested on Saturday and Sunday, from 9:00 a.m. <br />- 7:00 p.m. in the festival area as well as planned traffic <br />controls. <br />Upon a motion made by Mr. Leszczynski, seconded by Ms. Barnard <br />and carried, the above requests were referred to the Bureau of <br />Traffic and Lighting, Police Department Traffic Division and Fire <br />Department for review and recommendation. <br />
