0 <br />REGULAR MEETING <br />MARCH 4, 1986 <br />ADDENDUM I <br />NEIGHBORHOOD HOUSING SERVICES OF SOUTH BEND <br />NHS REVOLVING LOAN/NEW CONSTRUCTION FUND <br />Addendum I indicates that Appendix III has been replaced by a <br />new Appendix III which contains activity guidelines. <br />ADDENDUM I <br />NEIGHBORHOOD HOUSING SERVICES OF SOUTH BEND, INC. <br />NHS REVOLVING LOAN FUND ACTIVITY <br />Addendum I indicates a time extension as follows: <br />The Agreement shall be in full force and effect for <br />twenty-two (22) consecutive months from the date first above <br />written, or until February 28, 1986. Any funds not obligated <br />by closed loans at that time will be returned to the City by <br />March 15, 1986. <br />Upon a motion made by Mr. Vance, seconded by Ms. Barnard and <br />carried, the above Contracts and Addenda were approved and <br />executed. <br />APPROVE STATE - LOCAL PUBLIC AGENCY AGREEMENT - CONSTRUCTION AND <br />CONSTRUCTION ENGINEERING FOR FEDERAL AID PROJECTS - ELEVEN (11) <br />TRAFFIC SIGNALS IN SOUTH BEND <br />Mr. Leszczynski advised that the State has submitted for approval <br />the above referred to Agreement for the construction of eleven <br />(11) computerized traffic signals in South Bend. The total cost <br />of this project is $561,000.00, with no cost to the City of South <br />Bend. The City will, however, provide inspection services for <br />this project. He additionally advised that the State will open <br />bids for this project in April. Upon a motion made by Mr. <br />Leszczynski, seconded by Ms. Barnard and carried, the Agreement <br />was approved and executed. <br />REQUEST TO CONDUCT WORLD'S LARGEST GARAGE SALE - JUNE 14, 1986 <br />REFERRED <br />In a Memorandum to the Board, Ms. Mikki Dobski, Director, Office <br />of Community Affairs, requested permission to conduct the World's <br />Largest Garage Sale on Saturday, June 14, 1986, at the Colfax <br />Parking Garage. <br />Along with traffic control assistance, Ms. Dobski requested crowd <br />control and paramedic coverage which should be in place from 6:00 <br />a.m. to 3:00 p.m. Additionally, she requested use of the <br />landscaped lot just South of the parking garage, possibly for <br />booth space, concessions and entertainment. <br />She advised that Center City Associates is tentatively planning <br />some activities in conjunction with the Garage Sale. They may <br />include an auction on the Shoppers Park Free Lot, entertainment <br />and as in the past, store front sales. <br />Upon a motion made by Mr. Leszczynski, seconded by Ms. Barnard <br />and carried, the requests as outlined above were referred to the <br />Bureau of Traffic and Lighting, Police Department Traffic <br />Division and Fire Department for review and recommendation. <br />ST TO CONDUCT ] <br />IVITIES - JULY <br />4-6, 1986, REFERRED <br />Ms. Mikki Dobski, Director, Office of Community Affairs, <br />requested to conduct the Ethnic Festival and attendant activities <br />on July 4-6, 1986, which include: <br />FESTIVAL AND RELA <br />1 <br />
