64 <br />REGULAR MEETING <br />FEBRUARY 25, 1986 <br />Upon a motion made by Mr. Leszczynski, seconded by Ms. Barnard <br />and carried, the request as submitted was referred to the Bureau <br />of Traffic and Lighting, Police Department Traffic Division and <br />Building Department for review and recommendation. <br />APPROVE REQUEST OF JUSTICE & PEACE CENTER TO CONDUCT 4TH ANNUAL <br />CROP WALK FOR HUNGER - APRIL 13 1986 <br />Mr. Leszczynski advised that the Bureau of Traffic and Lighting <br />and the Police Department Traffic Division have reviewed the <br />above referred to request which was submitted to the Board on <br />February 18, 1986, and recommend approval. The Bureau of Traffic <br />and Lighting and the Police Department Traffic Division will be <br />meeting with sponsors of this event to discuss final details and <br />costs involved. Upon a motion made by Mr. Leszczynski, seconded <br />by Ms. Barnard and carried, the recommendation was accepted and <br />the request approved. <br />DENY PETITION FOR RESTRICTED RESIDENTIAL PARKING ZONE IN THE 400 <br />BLOCK OF SOUTH BROOKFIELD STREET AND APPROVE INSTALLATION OF "NO <br />PARKING" SIGNS ON WEST SIDE OF BROOKFIELD FROM WESTERN AVENUE TO <br />HURON STREET <br />Mr. Leszczynski advised that pursuant to the Petition for the <br />Establishment of a Restricted Residential Parking Zone in the 400 <br />block of South Brookfield Street, submitted by Mr. Don E. <br />Findley, 423 South Brookfield Street, South Bend, Indiana, the <br />Bureau of Traffic and Lighting conducted a traffic study which <br />determined that ordinance requirements for the establishment of a <br />restricted residential parking zoning were not met. <br />The Bureau of Traffic and Lighting did, however, recommend that <br />parking be banned on the west side of Brookfield Street from <br />Western Avenue to Huron Street. It was noted that in his letter <br />submitted with the Petition, Mr. Findley suggested no parking on <br />one side of the street as an alternative solution to the parking <br />problems that residents have been experiencing. <br />Ms. Barnard advised that the traffic study was conducted in <br />response to the concerns of the residents of the neighborhood who <br />have experienced parking difficulties in the past due to the <br />patrons of the Seahorse Lounge, which is located on Western <br />Avenue, parking on Brookfield Street. It was anticipated that <br />restricted residential parking would alleviate those parking <br />problems. She further advised that in a conversation with a <br />resident of the neighborhood it was indicated that they would <br />like to try the parking on one side but be able to come back to <br />the Board if it appears to cause a problem. If residents of the <br />neighborhood should discover that use of the street by <br />non-residents has increased, the Bureau of Traffic and Lighting <br />could conduct another traffic study to determine if ordinance <br />requirements can be met for a restricted residential parking <br />zone. Ms. Barnard informed the Board that she advised the <br />residents of the neighborhood to keep her apprised of the parking <br />situation. <br />Therefore, upon a motion made by Ms. Barnard, seconded by Mr. <br />Leszczynski and carried, the Petition for Restricted Residential <br />Parking Zone was denied but a Traffic Control Device indicating <br />the installation of^"No Parking" signs on the west side of <br />Brookfield Street from Western Avenue to Huron Street was <br />approved. <br />APPROVE TRAFFIC CONTROL DEVICES <br />Upon a motion made by Mr. Leszczynski, seconded by Ms. Barnard <br />and carried, the following four (4) traffic control devices were <br />approved: <br />
