Further, in response
to a question, Mr. Vance advised that these vehicles are not
being purchased under the lease purchase plan. Mr. Leszczynski
noted that these new vehicles replace some of the old police cars
currently being utilized by the various departments with more
compact automobiles. Upon a motion made by Mr. Vance, seconded
by Ms. Barnard and carried, the recommendation was accepted and
the bids awarded.
AWARD BID - EIGHTEEN (18) VEHICLES FOR THE 1986 SOUTH BEND POLICE
DEPARTMENT AUTO FLEET
Mr. Leszczynski advised that at their meeting held on February 4,
1986, the Board tabled the matter of awarding the bid for
eighteen (18) vehicles for the Police Department fleet until this
date in order that Police Chief Charles T. Hurley could be
contacted regarding some concerns expressed by Councilman John
Voorde.
At the Board meeting held on February 4, 1986, Mr. Voorde stated
that he had discussions with Jordan Ford and they indicated that
they did not submit a bid for police vehicles because they did
not qualify and were unfairly excluded from bidding as they could
not meet the bid specifications which indicated that overdrive
transmissions would not be accepted. Mr. Voorde further
indicated that he had had a discussion with Police Chief Charles
Hurley and understood from that conversation that the
specifications would be revised and the bids readvertised.
Both Police Chief Charles T. Hurley and Councilman John Voorde
were present at the meeting held today. Councilman Voorde stated
that in recent conversations with Chief Hurley his concerns have
been satisfied.
Police Chief Hurley stated that he had discussions with Basney
Ford as the Department was interested in the possibility of
purchasing Crown Victorias through the state bid as the State
Police have just purchased that type of vehicle. Chief Hurley
stated that Basney Ford, however, did not submit a bid in
response to the City's request for this. Additionally, Gates
Chevrolet did submit a bid but stated, as an exception, that the
vehicles bid did have overdrive transmissions.
Chief Hurley advised that Lt. Grounds inquired about the
performance and maintenance of overdrive transmissions as the
Department heard concerns from other municipal departments
1
u
1
