<br />it is anticipated that the City will enter into a lease/purchase
<br />arrangement with the payments being worked into the City's budget
<br />for the next several years utilizing existing funds.
<br />Mr. Leszczynski reiterated that he, as a member of the original
<br />technical committee established to investigate the feasibility of
<br />a 'county -wide system, does not feel that the City's proceeding
<br />with the CAD system will hamper the county -wide system.

<br />LEASE AGREEMENT BETWEEN CITY OF SOUTH BEND AND STUDEBAKER
<br />NATIONAL MUSEUM, INC. AND
<br />MANAGEMENT AGREEMENT BETWEEN CITY OF SOUTH BEND AND
<br />STUDEBAKER NATIONAL MUSEUM, INC.
<br />Deputy Mayor Craig Hartzer addressed the Board and advised that
<br />submitted to them today for approval are the above referred to
<br />documents. He stated that these two (2) documents are the
<br />culmination of hard work by Discovery Hall Associates, Century
<br />Center Board of Managers, Studebaker Museum, Inc., the
<br />administration and the community.
<br />He stated that the Studebaker National Museum, Inc. will work to
<br />improve the Studebaker collection. He further stated that a
<br />consultant's report recommended that the museum be governed by an
<br />independent not -for -profit entity. As a result, the above
<br />referred to agreements have been negotiated with the Studebaker
<br />National Museum, Inc. Board of Trustees which allows for the
<br />transfer of Discovery Hall and the Studebaker Museum to this
<br />Indiana not -for -profit entity. The Studebaker National Museum,
<br />Inc. is an independent Board with expertise to promote and market
<br />this valuable community resource.
<br />Mr. Hartzer introduced Mr. W. Scott Miller, President of the
<br />Studebaker National Museum, Inc., Board of Trustees, who in turn
<br />introduced Mr. Thomas Brubaker, member, and Mr. Robert Hawkins,
<br />Treasurer. Mr. Miller stated that the Board is a group of
<br />citizens who will take the Studebaker collection, which is a
<br />valuable asset, and try to bring it alive and it give it the
<br />national and world-wide recognition a collection of its
<br />significance deserves.
<br />Deputy Mayor Hartzer further advised that the Studebaker Driver's
<br />Club has also been tremendous in their support of this endeavor
<br />and the City's efforts. He also advised that the Studebaker
<br />Driver's Club is represented on the Board
<br />It was noted that the Management Agreement between the City of
<br />South Bend and Studebaker National Museum, Inc., indicates that
<br />the City owns a collection of Studebaker vehicles, archives and
<br />Discovery Hall collection as well as other miscellaneous items
<br />and it desires to retain the services of a Manager to house,
<br />preserve, display and restore the collection for the benefit of
<br />the public. To that end, the Manager, Studebaker National
<br />Museum, Inc. by this Agreement is retained to provide management
<br />services.
<br />As compensation for management services, the City shall pay the
<br />Studebaker National Museum, Inc., for calendar year 1986, the sum
<br />of $117,431.27 which payment shall be made in eleven (11) equal
<br />monthly payments of $10,675.57, beginning on the 1st day of
<br />February, 1986 and monthly thereafter. For the remaining term of
<br />the Agreement, the City agrees to pay the Studebaker National
<br />Museum, Inc., the annual sum of $125,262.00, which payment shall
<br />be made in twelve (12) equal monthly payments of $10,438.50
<br />beginning on the last day of January, 1987 and monthly
<br />thereafter. The term of the Agreement shall be nine (9) years
<br />and eleven (11) months beginning on February 1, 1986 and ending
<br />on December 31, 1995.
