REGULAR MEETING <br />JANUARY 21, 1986 <br />contain bid security and she therefore recommended that the Board <br />reject the bid. Upon a motion made by Ms. Barnard, seconded by <br />Mr. Vance and carried, the bid as submitted by Schaumburg Dodge <br />was rejected for non-compliance with bidding requirements. <br />Upon a motion made by Mr. Leszczynski, seconded by Ms. Barnard <br />and carried, the above two (2) bids were referred to the Police <br />Department for review and recommendation. <br />OPENING OF BIDS - APPROXIMATELY EIGHT (8) VEHICLES FOR THE 1986 <br />SOUTH BEND POLICE DEPARTMENT DETECTIVE BUREAU FLEET <br />This was the date set for receiving and opening of sealed bids <br />for the above referred to vehicles. The Clerk tendered proofs of <br />publication of Notice in the South Bend Tribune and the <br />Tri-County News which were found to be sufficient. <br />Board Attorney Carolyn V. Pfotenhauer advised that the one (1) <br />bid received from Schaumburg Dodge, 208 West Golf Road, <br />Schaumburg, Illinois, for the above referred to vehicles, <br />contained a fatal defect in that it did not contain bid security <br />and she therefore recommended that the bid be rejected. Upon a <br />motion made by Ms. Barnard, seconded by Mr. Vance and carried, <br />the bid submitted by Schaumburg Dodge was rejected for . <br />non-compliance with bidding requirements. No other bids were <br />received for these vehicles. Services Division Chief Ronald <br />Marciniak stated that he will discuss this matter with Police <br />Chief Charles T. Hurley and advise the Board whether <br />re -advertisement for these vehicles should take place. <br />PUBLIC HEARING AND FAVORABLE RECOMMENDATION - ALLEY VACATION: E/W <br />ALLEY NO. OF EDISON RD. RUNNING W. FROM THE 1ST N/S ALLEY W. OF <br />HICKORY <br />Mr. Leszczynski advised that this was the date set for the <br />Board's Public Hearing on a proposed alley vacation described as <br />the first east/west alley north of Edison Road running west from <br />the first north/south alley west of Hickory for a distance of 420 <br />feet lying between Lots 1 through 10 and 17 through 26 of Edison <br />Road Addition to the City of South Bend, St. Joseph County, <br />Indiana. <br />It was noted that a Public Hearing was being held in order for <br />the Board to submit a recommendation to the Common Council <br />concerning the Vacation Petition filed by Attorney Kevin Butler, <br />405 West Wayne Street, South Bend, Indiana, on behalf of his <br />client, Jim Sharpe, 3605 East Edison Road, South Bend, Indiana. <br />It was further noted that pursuant to South Bend Municipal Code <br />Section 18-53.8, owners whose property abut the proposed alley to <br />be vacated were notified of the Board's Public Hearing date. <br />Mr. Kevin Butler, Attorney at Law, 405 West Wayne Street, South <br />Bend, Indiana, and Mr. Jim Sharpe, 3605 East Edison Road, were <br />present at the meeting. Mr. Butler addressed the Board and <br />stated that his client, Mr. Sharpe, owns ten (10) of the twenty <br />(20) lots abutting the proposed alley to be vacated. On behalf <br />of his client, Mr. Butler asked that the Board favorably <br />recommend approval of this vacation to the Common Council. <br />There being no one else present wishing to speak either for or <br />against the proposed alley vacation, and no written objections <br />having been filed with the Board, upon a motion made by Mr. <br />Leszczynski, seconded by Mr. Vance and carried, the Public <br />Hearing on this matter was closed. <br />Mr. Leszczynski advised that favorable comments have been <br />received from the Engineering Department, Area Plan Commission <br />and the Community Development Department concerning this proposed <br />alley vacation. <br />
