15' <br />REGULAR MEETING OCTOBER 20, 1987 <br />WHEREAS, in 1987 the International Special Olympics Games <br />were held in South Bend, Indiana, and were a source of tremendous <br />community pride and involvement; and <br />WHEREAS, Island Park was on August 1, 1987, the scene of the <br />lighting of the Special Olympics Torch to welcome the Special <br />Olympics Games to South Bend; and <br />WHEREAS, the City of South Bend wishes to memorialize and <br />perpetuate the spirit of joy, understanding and pride which the <br />Special Olympics brought to this community. <br />NOW, THEREFORE, BE IT RESOLVED by the South Bend Board of <br />Public Works that the area heretofore known as Island Park shall <br />hereafter and forever be named Special Olympics Park. <br />Adopted this 20th day of October, 1987, at a regular meeting <br />of the South Bend Board of Public Works. <br />BOARD OF PUBLIC WORKS OF THE <br />CITY OF SOUTH BEND, INDIANA <br />s/John E. Parmerlee, Clerk <br />APPROVE REQUEST OF CURB CONNECTION TO PAINT STREET ADDRESSES ON <br />CURBS <br />Mrs. DeClercq advised that she has reviewed the request submitted <br />to the Board on October 6, 1987 by Mr. David A. Smith, The Curb <br />Connection, 515 South St. Joseph Street, South Bend, Indiana, and <br />makes the following recommendations regarding the proposal made <br />by Mr. Smith: <br />1. No house numbers should be painted without prior <br />approval of the homeowner/resident. <br />2. The flyer distributed by The Curb Connection should be <br />modified to eliminate the "$5.00 value" and clearly <br />state a donation is acceptable. The flyer should not be <br />taped to the door or curb. <br />3. The group should work only from 8:00 a.m. to 6:00 p.m. <br />4. House numbers should be painted uniformly, either <br />centered on the lot or at the sidewalk from the dwelling <br />if there is one. <br />5. The City should be indemnified since the individuals <br />will be working in the public right-of-way. <br />6. The company must file a Certificate of Insurance with <br />the City of South Bend in the amount required by the <br />Indiana Tort Claims Act. <br />Mrs. DeClercq stated that the above list includes items that <br />needed to be addressed based on representations received on how <br />the work is currently being done. <br />Board Attorney Thomas Bodnar stated that this is not an exclusive <br />license but merely a response to the request received by the <br />City. He further stated that the same restrictions would be <br />imposed on any competitor. <br />
