o <br />REGULAR MEETING SEPTEMBER 15, 1987 <br />Mr. Hunt advised that in the Fall of 1986, the Michiana Area <br />Council of Governments (MACOG) conducted a survey of a seventeen <br />(17) block area of downtown centering on the Michigan Street <br />corridor which consists of eleven (11) blocks. The survey <br />entailed the compilation of an inventory of spaces available and <br />occupancy. They also developed a list of land uses in the area. <br />The results indicated a 1,000 space deficit within the seventeen <br />(17) block area and indicated that between now and the year 2000 <br />approximately 3,300 parking spaces will be necessary to handle <br />growth and development in downtown South Bend. <br />Additionally, the staff of the Department of Economic Development <br />developed a plan for the eleven (11) block area with the result <br />being the proposed parking structure at the northwest corner of <br />Wayne and St. Joseph Streets. Mr. Hunt stated that the proposed <br />six (6) story parking structure will contain some retail space on <br />the ground floor and that this project is necessary to stay ahead <br />and compete with the county and surrounding cities. <br />Mr. Hunt presented slides to the audience depicting a rendering <br />of the proposed parking structure as well as existing parking <br />supply/demand comparison charts. Mr. Hunt indicated that the two <br />(2) parking garages operated by the City of'South Bend are <br />occupied to capacity at this time. <br />In conclusion, Mr. Hunt stated that the adoption of the <br />Resolution submitted to the Board today will allow the Board of <br />Public Works to move ahead and request Proposals and <br />Qualifications for this project. He further stated that this <br />project will be funded through a lease purchase arrangement. <br />Mr. Leszczynski inquired of Mr. Hunt whether or not he was aware <br />if there was an interest by financial institutions in providing a <br />lease purchase arrangement and what were the chances of receiving <br />requests to provide such an arrangement. Mr. Hunt advised that <br />he has received several inquires and has been approached by a <br />leasing and development firm in the state regarding this matter <br />as well as other financial institutions in the state expressing <br />interest in bidding on the project. <br />Mr. Vance informed the Board that he has been working with Mr. <br />Hunt on this project for some time and is confident that this <br />project is something the City needs to proceed with in order to <br />remain competitive and to draw businesses to South Bend. <br />Therefore, upon a motion made by Mr. Vance, seconded by Mrs. <br />DeClercq and carried, the following Resolution No. 24-1987 was <br />adopted, the plats, descriptions, plans, drawings and estimates <br />submitted by Mr. Hunt were accepted for filing and a Public <br />Hearing date of September 29, 1987 at 9:30 a.m. was set: <br />RESOLUTION NO. 24-1987 <br />A RESOLUTION OF THE SOUTH BEND BOARD OF PUBLIC <br />WORKS CONCERNING ACQUISITION AND CONSTRUCTION <br />OF A PARKING FACILITY <br />WHEREAS, at its regular meeting held September 9, 1987, the <br />South Bend Board of Public Safety adopted Resolution No. 9-1987, <br />a copy of which is attached hereto as Exhibit A and incorporated <br />fully herein, approving recommendations of the South Bend <br />Department of Economic Development and the Michiana Area Council <br />of Governments concerning the general location, size, character <br />of, and probable cost of acquiring and developing a certain <br />needed parking facility in the central downtown area of the City <br />of South Bend; and <br />WHEREAS, the South Bend Board of Public Safety submitted <br />those recommendations to the South Bend Common Council for <br />acceptance or rejection; and <br />
