Z REGULAR MEETING AUGUST 18, 1987 It was noted that it has recently come to the attention of the Board that individuals purchasing City -owned property in some instances are not having the Quit -Claim Deed that is given to them recorded with the St. Joseph County Recorders Office. The result is that the property remains in the name of the City of South Bend and the individual purchasing the property does not pay taxes. Upon a motion made by Mrs. DeClercq, seconded by Mr. Leszczynski and carried, the following Resolution No. 23-1987 was adopted: RESOLUTION NO. 23-1987 WHEREAS, the Board of Public Works has the power under I.C. 36-1-11-1 to sell surplus real property belonging to the City of South Bend; and WHEREAS, should a purchaser of said real property fail to record the deed with the Recorder's Office of St. Joseph County, Inc., the City of South Bend would suffer financial losses through loss of tax revenue from said property and otherwise; and WHEREAS, the Recorder of St. Joseph County currently charges Five Dollars ($5.00) for recording a one -page deed. NOW, THEREFORE, BE IT RESOLVED by the Board of Public Works of the City of South Bend that on all future sales of real property, the Clerk of the Board of Public Works of the City of South Bend collect the cost of recording the deed and shall record the deed to the property involved. Parmerlee, Clerk AWARD QUOTATION - LEASE PURCHASE OF AMBULANCE (FIRE DEPARTMENT) In a letter to the Board, Mr. Michael L. Vance, Director, Administration and Finance, advised that he has reviewed the quotations submitted to the Board on August 4, 1987 for the lease purchase of an ambulance for the Fire Department. Based on that review, Mr. Vance recommends that the Board accept the quotation submitted by 1st Source Bank, P.O. Box 1602, South Bend, Indiana, at 6.45% APR over a three (3) year term with the total pay back being the lowest at a figure of $52,445.36. Upon a motion made by Mr. Leszczynski, seconded by Mrs. DeClercq and carried, the recommendation was accepted and the quotation approved. APPROVE AGREEMENT WITH PILOT CLUB OF SOUTH BEND/CITY OF SOUTH BEND (SAFETYVILLE PROGRAM) Pursuant to the continuance of the approval of this Agreement to give Board member Michael L. Vance and opportunity to review the document, Mr. Vance has advised that he has reviewed the Agreement and has no objections to its contents. It was noted that the Agreement is to expire on December 31, 1988 and provides that the Pilot Club of South Bend will operate Safetyville, a training and educational facility located on the grounds of Rum Village Park. Upon a motion made by Mr. Leszczynski, seconded by Mrs. DeClercq and carried, the Agreement was approved and executed. 1 1
