�2 <br />REGULAR MEETING JULY 7, 1987 <br />WHEREAS, the St. Joseph County Civil Defense Unit has <br />expressed an interest in acquiring said vehicles for its <br />purposes; and <br />WHEREAS, I.C. 36-1-11-8 permits the transfer or exchange of <br />property with another governmental entity. <br />NOW, THEREFORE, BE IT RESOLVED by the Board of Public Works <br />of the City of South Bend, that the above -listed vehicles are no <br />longer suitable for the purpose for which they were intended and <br />are no longer needed by the City of South Bend and the same be <br />transferred to the St. Joseph County Civil Defense Unit in <br />exchange for the following vehicles: <br />1. Mechanical CD3 - 1981 Chrysler LaBaron, Serial <br />Number 2C3BM46F3BR152626, mileage 100,821. <br />2. Parmerlee, Clerk <br />APPROVE COMMUNITY DEVELOPMENT ADDENDUM <br />The following Community Development Addendum was presented to the <br />Board for approval: <br />ADDENDUM I <br />NEIGHBORHOOD HOUSING SERVICES <br />NHS HOUSING ASSISTANCE PROGRAM <br />Ms. Betsy Harriman, Office of Community Development, <br />advised that there is no change in the Contract amount of <br />$55,000.00 but there is a change in the distribution of the <br />contract sum. She stated that $30,000.00 will go towards <br />the Revolving Loan Fund Activity and $25,000.00 to the <br />Acquisition/Rehabilitation Activity. She further stated <br />that previously the entire amount of $55,000.00 was allocated <br />to the Revolving Loan Fund Activity. <br />Upon a motion made by Mr. Vance, seconded by Mrs. DeClercq and <br />carried, the above Addendum was approved and executed. <br />APPROVE EMPLOYMENT AGREEMENT - GOGOL AND ASSOCIATES <br />Mr. Vance advised that the Employment Agreement submitted to the <br />Board today is a renewal of a prior Agreement with David Gogol, <br />President, Gogol and Associates, to provide assistance to the <br />City of South Bend regarding federal legislation as well as <br />legislation information at the state level. Mr. Vance further <br />advised that the Agreement is for the period July 1, 1987 through <br />June 30, 1988 and indicates that Gogol and Associates shall be <br />paid at the rate of $1,500.00 per month plus documented expenses. <br />It was noted that the Agreement indicates that the City shall <br />employ Gogol and Associates to develop and negotiate the loan <br />package authorized by Congress through the Department of Energy <br />for eliminating the ethanol odor and to assist in other City <br />projects relating to the federal government, including <br />identifying and securing federal assistance for economic and <br />community development projects affected adversely by <br />Gramm-Rudmann and Tax Reform legislation, federal training <br />programs for public safety personnel and other projects as <br />assigned. <br />1 <br />
