REGULAR MEETING JUNE 23, 1987 <br />In reviewing further the remaining three (3) proposals, the <br />Proposal submitted by the NCR Credit Corporation is the lowest in <br />cost of financing, assuming favorable language can be negotiated <br />with the City. <br />Mr. Vance therefore recommended to the Board that the award be <br />made to NCR Credit Corporation for the C.A.D. financing, <br />contingent upon the terms being negotiated by the City Controller <br />in conjunction with the City's Legal Department. <br />Upon a motion made by Mrs. DeClercq, seconded by Mr. Leszczynski <br />and carried, the recommendation as submitted by Mr. Vance and <br />outlined above was accepted and approved and the award made to <br />the NCR Credit Corporation for the financing of computer aided <br />dispatch equipment. <br />REJECT PROPOSAL FOR MANAGEMENT OF ON -STREET PARKING ENFORCEMENT <br />AND OFF-STREET PARKING OPERATIONS <br />In a letter to the Board, Mr. Michael L. Vance, Director, <br />Administration and Finance, advised that he has completed his <br />review of the South Bend parking garage and on -street parking <br />enforcement privatization Proposal submitted to the Board on <br />April 7, 1987 by Coyne-Kangesser, Inc. of Cleveland, Ohio. <br />Mr. Vance reminded Board members that the Board of Public Works <br />advertised for Proposals in response to specifications issued for <br />the services referred to above. The Coyne Proposal was the only <br />one received although several sets were picked up. <br />Mr. Vance stated that basically the Coyne Proposal covered two <br />(2) areas. First, they offered to provide for the on -street <br />parking system, management and supervision at a cost of $7.50 per <br />manhour or $7,050.00 monthly. Currently the Police Department is <br />providing these services. Secondly, in relation to the <br />off-street parking (parking garages), Coyne proposed to manage, <br />supervise, and provide personnel to operate and maintain the two <br />(2) City -owned parking garages in accordance with the <br />specifications at a cost of $11,833.33 per month. Additionally, <br />the management fee would be $1,250.00 per month for a total <br />management and personnel cost of $13,083.33 per month. This <br />compares with the City's current spending rate for salaries of <br />$13,212.60 per month. Comparing the Proposal of Coyne with the <br />City's current average costs, the net savings to the City would <br />be approximately $1,600.00 per year. <br />Although the Coyne's plan appears workable, the economic savings <br />does not appear to be adequate to justify the changes that would <br />be made and the effect on current employees. For these reasons, <br />Mr. Vance recommended to the Board that for the time being the <br />privatization issue not be pursued in relation to the garages or <br />on -street parking enforcement. <br />Therefore, upon a motion made by Mrs. DeClercq, seconded by Mr. <br />Leszczynski and carried, Mr. Vance's recommendation was accepted <br />and the Proposal as submitted by Coyne-Kangesser, Inc. was <br />rejected. <br />AWARD BID AND APPROVE CONSTRUCTION CONTRACT - REMODELING OF <br />COMPUTER AIDED DISPATCH ROOM (CENTRAL POLICE STATION) <br />In a letter to the Board, Mr. Michael P. Meeks, Director, <br />Division of Engineering, recommended that the Board accept the <br />low bid of Ziolkowski Construction, Inc., 1005 South Lafayette <br />Street, P.O. Box 1106, South Bend, Indiana; in the amount of <br />$127,625.00 for the above referred to project with the submitted <br />completion date of September 4, 1987. It was noted that bids for <br />this project were opened by the Board on June 16, 1987. <br />
