REGULAR MEETING JUNE 23, 1987 <br />Mrs. DeClercq stated that Mr. Swinson operates his business from <br />an area zoned residential. If he were operating in an area zoned <br />heavy industrial the same restriction would not apply. If he has <br />a truck that is full of trash it is in violation of the City <br />ordinance. She stated that this situation must be resolved and <br />perhaps another location to park the truck when it contains a <br />full load could be found. <br />Mr. Swinson advised the Board that he promises to dump the load <br />whenever the truck is full. He stated that as he takes business <br />when it is available and cannot always be sure that time will <br />allow him to empty the load before the dump closes. He stated he <br />will try to comply and do the best he can to get the truck <br />unloaded. <br />Mrs. DeClercq asked Mr. Swinson if he understands that he cannot <br />park the loaded truck behind his house and if it was possible <br />that he could find a location that is zoned properly to park the <br />truck. Mr. Swinson replied that he would do his best to comply. <br />Mrs. DeClercq further stated that she would be willing to <br />continue today's Public Hearing to work out these problems with <br />Mr. Swinson so that a location could be found where the truck <br />could be parked. She recommended that the hearing be continued <br />for eight (8) weeks at which time the matter could be reviewed <br />and another Public Hearing conducted. She stated that the <br />Department of Code Enforcement will work with Mr. Swinson to try <br />to resolve the problems that have been occurring. <br />Therefore, upon a motion made by Mrs. DeClercq, seconded by Mr. <br />Leszczynski and carried, the Public Hearing regarding the <br />revocation of the Rubbish and Garbage Removal license of Tommy <br />Swinson was continued until August 18, 1987. <br />APPROVE AWARD OF PROPOSAL FOR COMPUTER AIDED DISPATCH EQUIPMENT <br />FINANCING <br />Mr. Michael L. Vance, Director, Administration and Finance, <br />advised that he has completed his review of the financing <br />Proposals opened by the Board on June 9, 1987 in regards to the <br />financing of the computer aided dispatch system for Police, Fire <br />and ambulance services. <br />Proposals were submitted by Security Pacific at simple 7% <br />interest, St. Joseph Bank at monthly compounded 7.5% interest, <br />lst Source Bank at 6.95% monthly compounded interest and NCR <br />Corporation a combined rate with 6.65% monthly compounded <br />interest for any equipment placed in service prior to September <br />1987 and 6.9% monthly compounded interest for all equipment <br />placed in service after that date. <br />Mr. Vance stated that his original evaluation showed that <br />Security Pacific with the 7% simple interest was the low <br />proposer. In speaking with them, it was determined that the <br />proposal was based on the City drawing down all funding between <br />the dates of June 1, 1987 and August 31, 1987. Based on the <br />delivery schedule of the equipment submitted with the <br />specifications for financing, it is highly unlikely that any <br />money would be needed prior to September 1st and delivery would <br />continue until January or February of 1988. In light of this, <br />the City would be placed in a position of borrowing money before <br />the need arose and, therefore, accruing additional interest costs <br />and, therefore, negotiating the lower interest cost proposed. <br />Mr. Vance further stated that he discussed the restrictive terms <br />with Security Pacific but was only offered relief if the City <br />were willing to negotiate their quoted interest rate from seven <br />(7) to eight (8) percent. <br />
